Description
The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS intends to negotiate with the University of Maryland, Physics Department, Baltimore MD, on a sole source basis in accordance with the authority of 41 U.S.C. 253 ( c) (1) only one source to provide services for the Production and Evaluation of the AIRS Trace Gas Products. The University of Maryland, Physics Department has a unique working knowledge of the RTA code, expertise in the relevant laboratory Spectroscopy, and intimate knowledge fo the characteristis of the AIRS and MODIS instrument. This is a continuing study of work for the Atmospheric InfraRed Sounder and MODerate resolution imaging Spectroradiometer (MODIS) that was launched on May 4, 2002 aboard NASA?s Aqua spacecraft. The University of Maryland shall develop a MODIS operational rapid transmittance algorithm to support MODIS retrievals with the NOAA off-line AIRS retrieval system. Tasks: Develop a RTA for MODIS thermal channels that have spectral coverage overlapping AIRS spectral coverage. The RTA must be compatible with the methodology and spectroscopy developed for the AIRS RTA. Deliverables shall be to provide code and coefficients for a preliminary MODIS rapid transmittance algorithm (RTA) for 16 MODIS thermal channels. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis. See Note 22. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist.
