Description
The National Cancer Institute (NCI), on behave of the National Institute of Neurological Disorders and Stroke (NINDS), plans to procure the services to provide preventive maintenance service contract for ultra-low freezers in the Porter Neuroscience Research Center Building in Bethesda, Maryland. The supplies and services herein are commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program for using commercial items as authorized in FAR Part 13. The North American Industry Classification System Code is 811219 and the business size standard is $6M. This solicitation is 100% set aside for small businesses. Introduction: The National Institute of Neurological Disorders and Stroke (NINDS) has a requirement to provide preventive maintenance service contract for approximately 85 ultra low freezers located through out the Porter Neuroscience Research Center located on the NIH campus in Bethesda, Maryland. Some of the freezer manufacturers include but are not limited to: Revco, Forma, Harris, and Sanyo. The models vary from freezer to freezer and a complete list of the model/make, ID number and serial number will be provided with the separately issued solicitation. Specific and Mandatory Requirements: The freezer Service Contract will require the following tasks to be performed four times a year each service being 3 months from date of previous service on all freezers: 1) Clean / remove ice build up off and around door seals & inner doors to prevent loss of specified temperature; 2) Align and or adjust door hinges and latches for more effective ,longer performance of the ultra low freezers; 3) Lubricate door hinges and check latches for lock ability and mobility; 4) Clean refrigeration coil by means of vacuuming or brushing thus removing all caked on dust; 5) Must replace filter on each cleaning ,i.e. 4 times a year thus prolonging the life on the compressor; 6) Physically check refrigeration compressor unit on each ultra low freezer for signs of compressor oil leaks mainly to prevent freezer failure; 7) Check inner shelf temperature of ultra low freezer to verify freezer is functioning as per manufacture specs; 8) Perform outer case and control pad cleaning and verify proper operations of each unit; and 9) Check alignment of each freezer during the quarterly servicing and make adjustment to door to maintain proper seal and closing. Contract Award: It is anticipated that one award will be made form this solicitation. Period of Performance: Will be one year from issuance of a fully executed order. Solicitation: The RFQ must be requested by electronic mail or by fax. Telephone requests will not be accepted. Request for the RFQ shall be made to the attention of Debbie Moore, Purchasing Agent via electronic mail to dm170b@nih.gov . Requests shall include name of the contractor, DUNS number, telephone number, point of contact, business size standard, and identify the RFQ requested as RFQ-NCI-50046-NV on all correspondence. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. The deadline of this synopsis is May 19, 2005 at 1 PM EST. The estimated issue date of the solicitation is May 20, 2005 and the estimated due date is June 7, 2005.
