- Description
- USAID/CAR Regional Mission intends to issue a solicitation for one performance-based, cost-reimbursement contract for the Land Tenure Reform Program in Tajikistan and Kyrgyzstan. The period of performance is anticipated to be 3 years, beginning about September 30, 2005. The overall goal of this program is to strengthen the developing market economies by (a) facilitating the development of vibrant, modern agricultural markets through more productive ownership, use and management of farmland, and (b) by facilitating the creation and development of an urban land market through effective land management, use, and transactions. The proposed program in Kyrgyzstan and Tajikistan would serve as a follow-on to the activities implemented under the Mission’s current land reform programs. The program will build on the outcomes of the ongoing Kyrgyzstan Land Reform Project, Legal Assistance for Rural Citizens (LARC) Project, regional Land Tenure Reform Project, and Land Legislation Development Project in Tajikistan, which will end in late 2005. Tajikistan. The program will aim to help further develop a market-oriented land reform legislation and policy in Tajikistan; increase capacity of GOT agencies to properly implement land reform and draft appropriate new land legislation; and increase farmers’ awareness of their land related rights and obligations and their capacity to realize those rights. Kyrgyzstan. The program will aim to address the existing gaps in the area of land reform. Despite significant achievements in the area of land reform in Kyrgyzstan, the legal framework for land use, management, and ownership is not yet sufficiently robust to accommodate economic change and the need for investments. It fails to encourage farm planning and more efficient use of land through crop rotation and inventing other techniques to improve yields and land productivity on the part of owners and users of rural land. In addition, the existing ownership and rental restrictions result in reduced land market activity, land underutilization, and lower incentives for investment. Urban land reform issues were included into the 5th Investment Matrix approved by former-President Akaev. Such issues are partially addressed by several donor activities. Further reforms and streamlining of procedures are required to increase investment, both domestic and foreign, and to promote the development of the urban land market. This will require innovative urban development strategies designed to attract private investment, further development of a real estate market based on reliable property and use rights, and transparent procedures for obtaining and exercising these rights. The estimated cost of the contract over the 3 year period is about $5 million. It is anticipated that RFP for this work will be issued on/about May 27, 2005 and that award will be made on or before September 30, 2005.
