- This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation for the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Regional Office (SERO), St. Petersburg, FL to conduct a research project for the North Carolina Roe Mullet Stop Net Fishery. This constitutes the only Request for Quote (RFQ), written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NFFN5300-5-00034CMM. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03. The line item(s) will be delivered or picked up in accordance with the specifications listed below. The FAR clauses incorporated into this acquisition shall be: 52.204-7 Central Contractor Registration (Oct 2003), 52.212-4 Contract Terms and Conditions ? Commercial Items (Oct. 2003), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Apr. 2005) (Sections 5, 14,16, 17, 18, 19, 20, 26, and 31), 52.233-4 Applicable Law for Breach of Contract Claim. The FAR provisions incorporated into this acquisition shall be 52.212-1, Instruction to Offerors ? Commercial Items (Jan. 2005), 52.212-2 Evaluation Commercial Items (Jan. 1999) {The following factors shall be used to evaluate offers: Technical capability. Provide sufficient information, and documentation that demonstrates the ability to meet or exceed the Government?s minimum requirement as specified herein. The offerors ability to successfully design and execute a research project in which potential management decisions are based on the results will be crucial for proposal consideration. In addition all offerors must provide a brief, succinct cover letter expressing interest in responding to this announcement and deliverable, a brief company overview, resume, and experience with projects like the one described herein. Resume and experience not to exceed four (4) pages. The cover letter shall include the firms contact information including address, phone and fax numbers, and email address. Past Performance. Provide list of contacts including phone numbers, of firms to whom the offeror has successfully provided services and supplies that are the same or equal to that described herein, in addition past performance should also demonstrate the ability to work collaboratively with commercial fishermen. Communication. The ability to effectively communicate with research design, results, and potential management implications. Price. All factors other than price are equally important to one another. The proposed price will be evaluated but not scored. The price evaluation will determine whether the proposed price is realistic, complete and reasonable in relation to the solicitation requirements. Although price is the least important evaluation factor, it will not be ignored. The degree of importance of the proposed price will increase with the degree of equality of the proposals in relation to the other factors on which selection is to be based. The Government reserves the right to award to other than the lowest price or to the quote with the highest technical score if the Contracting Officer determines that to do so would result in the best value to the Government.}, 52.212-3 Offeror Representations and Certifications ? In addition to a price quote and Technical material, quotes must include the following: 1) a completed copy of the provisions contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; 2) certification of registration in the Central Contractor Registration database; and 3) Performance references for requirements that are comparable to those stated within. Prices shall include both monthly unit price and total yearly price. This is a firm fixed price request for quote. DESCRIPTION: The purpose of this research proposal is to determine if the requirements for the stop net fishery, as published in the November 10, 2004, proposed rule to implement the Bottlenose Dolphin Take Reduction Plan (BDTRP), will result in increased bycatch of other marine species, while reducing bottlenose dolphin entanglements and strandings. The contractor shall provide the research and analysis per the minimum requirements shown herein. This research will be utilized by the NMFS, SERO to evaluate bycatch of all marine species, including actively managed, in experimental nets (first 300 ft. of 4-inch stretch mesh) versus control nets (first 300 ft. of 8-inch stretch mesh), and to examine the behavior of coastal bottlenose dolphin interactions around both experimental and control nets. REQUIREMENTS: General Requirements In order to adequately meet the stated purpose and objectives, several criteria will be required for successful proposals: 1. The study must occur only during the stop net fishing season as designated by the North Carolina Division of Marine Fisheries (NCDMF) proclamation. 2. Applicants must maintain all required local, state, and federal permits. 3. Applicants must collaborate with traditional stop net commercial fishermen in North Carolina on fine-tuning the sampling design and execution of the study. 4. Objectives must be investigated using at least two experimental nets (first 300 feet [100 yards] of stop net is multi-fiber nylon that is 4-inches stretched mesh) and two control nets (first 300 feet [100 yards] of stop net is multi-fiber nylon that is 8-inches stretched mesh). 5. Experimental and control nets must contain the same net configuration, with the exception of different stretched mesh size in the first 300 feet of the net as stated above. 6. As much as operationally feasible, experimental and control nets must soak for the same period of time and have the same percentage of hauls, and soak times must be the same as normally used by the traditional stop net fishermen. 7. Bycatch of all marine species, including interactions with bottlenose dolphins, will be recorded per each section of the stop net (i.e., suds, backstaff, and lead). 8. Species, lengths and weights of all bycaught species will be recorded. 9. Researcher must maintain presence during all net sets for the entire season. Deliverables 1. The contractor must submit a detailed sampling design with experimental and control net locations depicted on a map or via ArcGIS one month prior to commencement of study. 2. The contractor must provide an informal, bi-weekly report via phone or email throughout the actual study period during the stop net fishing season. This report should include specific reference to bottlenose dolphin entanglements, as appropriate. 3. The contractor must also provide a final report detailing the methods, results, discussions, and potential management implications no later than 60 days after the study concludes, following the close of the stop net fishery season. 4.
