- The National Institute of Child Health and Human Development (NICHD) is planning to award a contract for a project entitled, ?Systematic Reviews in Neonatal Medicine.? The contractor is required to organize for conducting ongoing systematic reviews and meta-analyses of the effectiveness and safety of neonatal clinical interventions as revealed in clinical trials, and provide the products of such reviews for posting on NICHD website. The offeror will also publish, update, and disseminate the review products to the scientific community on a periodic basis. In the mid 1980s, scientists from several countries developed processes for systematically developing evidence-based summaries on clinical therapies. By the early 1990s, a non-profit entity, The Cochrane Collaboration (CC) was formed in United Kingdom, which began a process of systematically updating clinical trials in many fields of medicine. The CC also established an ongoing Library of such reviews. In this backdrop, in 1995, the NICHD funded an unsolicited proposal from a scientist from McMaster University, Canada to develop a database of neonatal trials. The Neonatal Cochrane Review Group, NCRG, had been part of the Cochrane Collaboration. The reviews provided under this contract are posted on the NICHD website. At present (January 2005), there are 192 reviews on neonatal topics. Additional reviews are expected to continue until the end of the current NCRG contract. The proposed initiative is to solicit proposals from scientists to provide the NICHD with neonatal reviews similar to those by the NCRG that met with the standards of Cochrane Collaboration, and Cochrane Library of Systematic Reviews, as were done under the previous contract. In addition, the offerors will be required to develop means of dissemination of reviews to the scientific community and to provide continued support to the scientists conducting such reviews. A high priority of NICHD is the conduct of randomized clinical trials and the promotion of evidence-based practice of clinical medicine. The contractor is required to provide the services of conducting systematic, quantitative reviews of the effectiveness and safety of therapies used in the care of sick newborn infants. The resulting data and meta-analyses/reviews will be used by the Government to facilitate exchange of information among those involved in design and conduct of multi-center studies in this area, to provide information to clinicians in neonatology/perinatology, to provide information upon which to base priorities for future research and allocation of health-care resources, and to promote investigation on the translation of research into clinical practice. The required service is defined as code 541690 under the North American Industry Classification System (NAICS).
