- NASA/HQ plan to issue a Sole Source Procurement to participate in the American Council on Education conference. The authority is only one responsible source 10 U.S.C.2304(c)(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/HQ intends to participate in the American Council on Education Conference, taking place on October 6-8 2005, in Phoenix, AZ. The primary services of the American Council on Education are unique as they provide all of the necessary materials, conference speakers, exhibit booths, and institutional science, technology, engineering and mathematics (STEM) teams to support the event. The contractor shall secure 20 or more institutional STEM teams composed of three individuals each who are representatives of the diversity among higher education institutions. The contractor shall provide a forum in which the team members can exchange current successful initiatives and identify strategies and actions that can be taken on their campuses and, collectively in partnership with government, foundations and the private sector. This will help to enhance and accelerate efforts to achieve more diversity in STEM disciplines, science, and technology workforce. The Government intends to acquire a commercial item using FAR Part 12 and Simplified Acquisition procedures using FAR Part 13. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1 p.m. local time on 6/29/05. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
