- Flow meter, two each, FOB Destination -- Corpus Christi, TX. 1.0 SCOPE: 1.1 BACKGROUND INFORMATION: Currently, the fuel control shop has only two portable flow meter stands. One is for use with MIL-L-23699 oil and the other stand for MIL-F-7024 calibration fluid. 2.0 PURPOSE AND OBJECTIVES OF THE PROCUREMENT: The contractor shall provide all labor and materials to fabricate two portable flow meter stands as per the below requirements. These flow meters stands will be used in the fuel control shop at the Corpus Chr isti Army Depot (CCAD), Building 8. 3.0 REQUIREMENTS: 3.1 Both flow meters stands shall be designed to the following specifications: 3.1.1 For used in hazardous locations and shall meet all requirements defined by the National Electric code, Class I, Division 1, Group D. 3.1.2 Shall have a purging pressure gauge clearly visible front of panel. 3.1.3 The stand enclosure shall be constructed of structural steel with corrosion resistant steel or aluminum plate instrumentation and control panels. The interior and exterior of the stand shall be painted with a high corrosion resistant light gray color. 3.1.4 Stands utilities shall be installed in one side of the stand and they shall be designed to the following utility requirements: 3.1.4.1 Electrical: Retractable, minimum 50 ft cable, 120 volt, 60 HZ. Stand will have a XP 120 VAC connector. 3.1.4.2 Shop air: Retractable minimum 25 ft air hose, 75-125 PSIG air. 3.1.5 Have data labels indicating the flow Range for each flow meter, air inlet requirements, type of fluid, temperature range, and pressure gauges. 3.1.6 Readout to be read from left (low flow range) to right (high flow range) if two readouts are used. Also, readouts shall be able to display temperature of fluid. 3.1.7 Flow meters shall be able to withstand a minimum of 1000 psig and have a rated gauge for the range and labeled properly. Ensure that the flow meters and the pressure gauges are protected in case there is a pressure surge. 3.1.8 Have wheels that are foam filled and the cart is easy to roll around. 3.1.9 Provide 10 ft inlet and outlet hoses and they should have their own hanging rack. 3.1.10 Have a red ball emergency stop button in front of the cabinet. 3.1.11 Have fluid filter with differential gauge installed in front of the stand. 3.1.12 Have maintenance access doors. 3.1.13 Have calibration ports located on the front panel. 3.1.14 Have handles to pull or push cart. 3.1.15 Dimensions: Overall - 36 inch W X 52 inch H X 32 inch D, these dimensions include height of wheels. Counter top front of the stand, 36 inch W X 33 inch H X 12 inch D, these dimensions include height of wheels. Readouts and gauges to be mounted in an angle front of the stand. This will allow for readings of the digital readouts easier. 3.2 SPECIFIC REQUIREMENT FOR MIL-F-7024 CALIBRATION FLUID STAND: - Flow Range: 0.6 3600 PPH - 60 to 130 Degrees Temperature range - Be able to manually isolate low flow to only be able to read the high flow when needed. - Accuracy: ? 0.25 percent of Reading 3.3 SPECIFIC REQUIREMENTS FOR MIL-L-23699 OIL STAND: - Flow Range: 20 4000 PPH - Operating temperature range of 60 to 330 Deg. F. - Accuracy: ? 0.50 percent of Reading 3.4 Contractor shall provide three copies of operation and maintenance manuals identifying installation and interconnection diagrams, general arrangement drawings, hydraulic and electrical schematics, and one (1) copy of all Bill of Materials and commercia l literature. 3.5 Contractor shall provide at the contractor facility training for operators and maintenance technicians. 3.6 Contractor shall provide calibration data and certification for all the flow meters. 3.7 One (1) year warranty with full engineering support. 4.0 GOVERNMENT RESPONSIBILITIES: The Government will be responsible for performing acceptance t esting at the contractor facility. 5.0 REPORTING REQUIREMENTS AND DELIVERABLES: 5.1 Submit design for CCAD review 10 DAC 5.2 CCAD to provide written response of review 15 DAC 5.3 Acceptance testing at contractor facility 100 DAC 5.4 Delivery of stands 110 DAC 5.5 Final acceptance at CCAD 120 DAC 6.0 INSPECTION AND ACCEPTANCE CRITERIA: 6.1 Flow meters calibration and calibration certification will be inspected. 6.2 Contractor is responsible for providing an acceptance test plan for testing the stands at the contractor facility. Plan will need to be approved by CCAD prior to implementation.
