- All Prospective Offerors Subject: Solicitation NBCR05021 - Amendment 0004 - Financial System Support Services. Please find attached (1) responses to vendor questions as of May 6, 2005 and (2) Amendment 0004 which reflects revisions as a result of these questions. The due date for offers has been extended to May 20, 2005 at 2:00 p.m. MST. Additional questions, if any, must be submitted in writing by May 11, 2005 2:00 p.m. MST. Responses will be posted in FebBizOpps. Please direct any inquiries to via email chinh_p_le@nbc.gov. No telephone inquiries, please. 1. Submitted Question: Is there an incumbent on this project? Response: Yes, Optimum Management Systems 2. Submitted Question: What Financial applications are being implemented? Response: Oracle Financial, MOMENTUM 3. Submitted Question: What are the legacy applications? Response: Federal Financial System 4. Submitted Question: For which agency this project is being implemented. Response: There are several NBC clients, existing and new. 5. Submitted Question: There is little to no mention of specific Financial Systems to be supported. Does this solicitation solely pertain to the FPSDs Oracle Federal Financials cross servicing initiative? Response: Oracle, Momentum, FFS 6. Submitted Question: Why was ITA (Int'l Trade Administration) referred to in item 9 of the SOW? Was it a mistake or does this IDIQ refer to primarily serving the needs of ITA or does it pertain to serving any NBC customer who is running Oracle Federal Financials? Response: This is for ITA and other NBC clients 7. Submitted Question: Please provide an example of a typical task order? For example, could it be as simple as needing one resource such as an Oracle Apps DBA with Federal Financials experience, or as complex as providing an entire team to support the implementation of Oracle 11i for one of NBC's clients? Response: No, there are no typical task orders, they vary based on client requirements. 8. Submitted Question: Do you have descriptions for the six listed job categories? It would certainly help us prepare our pricing proposal. Response: See Amendment 004 SOW 9. Submitted Question: Do respondents price the six labor categories for year one plus the option years or is pricing determined upon release of a task order? Response: See Amendment 004 SOW 10. Submitted Question: The Contract Line Items numbers 5 and 6 on the old SOW were labeled Senior System Analyst and on the revised SOW they are labeled Technical Writing Support. Please clarify this requirement? Response: See Amendment 004 SOW 11. Submitted Question: Contract Line Items 1 through 5 = 980 hours and 6 = 1950 hours over a 3-month period of time. Is it safe to assume that multiple FTEs are required for this period? Response: No 12. Submitted Question: Will this procurement be evaluated on the prospective offerors ability to support the new FBMS as well as the current FMS? Response: No 13. Submitted Question: Who is the incumbent and are they eligible bid on this Solicitation? Response: Optimum Management Systems, Yes. 14. Submitted Question: There is no mention of a page count for the proposal. Is it safe to assume that there is no page limitation? Response: See Amendment 004 SOW 15. Submitted Question: Is this for support of COTS software? Which vendors etc? Response: Yes, Oracle 16. Submitted Question: Are there position descriptions/duties available so we can appropriately price the labor categories listed in the SOW. Response: No. Contractors are expected will submit appropriate skill and categories. See Amendment 004 SOW 17. Submitted Question: What type of pricing proposal are you looking for? (i.e., T&M, cost plus, fixed price, etc)? Do you require pricing backup data (fringe, overhead, profit, etc) so you can see where your dollars are going? Response: This is an IDIQ contract. There will be no pricing. See Amendment 004 SOW 18. Submitted Question: Are resumes required? If yes, we suggest resumes be limited to 2 pages each (single spaced) and not be included with the 10 page proposal limit. If resumes are required, will bidders be required to supply those staff instead of potential incumbent hires? Response: Yes. See Amendment 004 SOW 19. Submitted Question: There is currently no Program Manager Labor category listed. Will the Government be managing our staff? Response: No, Government will not be managing staff. COR has oversight. 20. Submitted Question: The delivery date listed in Ideas is 10/01/2007. Is this correct? Response: No. July 1, 2005 is shown on Amendment 0002. 21. Submitted Question: Is there a page limit for the response? Are there any other limits on the response (font, type size, etc.)? Response: Yes, no more than 30 pages including resume. See Amendment 004 SOW 22. Submitted Question: Are resumes required for the 6 positions highlighted in the Solicitation? Response: See Amendment 004 SOW 23. Submitted Question: Should the price and technical responses be presented in separate volumes? Response: Yes. See Amendment 004 SOW 24. Submitted Question: Are past performances limited to a certain period of time (i.e. within 5 years)? Response: No 25. Submitted Question: Can you clarify what you mean by "multiple offers"? Response: We are unclear as to what part of the Solicitation you are referring to. 26. Submitted Question: Will you be awarding multiple IDIQ contracts? Response: No. 27. Submitted Question: Is there a dollar amount anticipated for each of the nine potential task areas highlighted on pages 2 & 3? Response: No. 28. Submitted Question: Is the financial software talked about Oracle? Response: Yes. 29. Submitted Question: Can you consider this award under 8(a)STARS-GWAC, based on our past performance. Response: No. SBA has approved this requirement as 8a Competitive. 30. Submitted Question: Ideas has an Amendment (0003) posted on 4/26/05 with no attached documents. Is there an amendment NBCR05021/0003? Response: Yes, the Amendment 03 has been posted in FedBizOpps to change the he NAICS code from 541611 to 541511 for this procurement. 31. Submitted Question: You give us position titles, but no position title descriptions. Are there position descriptions/duties/qualifications available so a) we can appropriately price the labor categories listed in the SOW and b) NBC can perform an "apples to apples" evaluation of vendors. Response: See Amendment 004 SOW 32. Submitted Question: Since resumes are now required (supplemental written information), please let us know what the position descriptions/duties/qualifications are so we can provide the appropriate resumes and so NBC can perform an "apples to apples" evaluation of vendors. Response: Contractors are expected to submit appropriate skill and categories. See Amendment 004 SOW 33. Submitted Question: Will the staff associated with the resumes provided in the proposal be required to work on the initial tasks or are these "sample" resumes? Response: There are no key personnel requirements therefore sample resumes are acceptable 34. Submitted Question: Will we have the opportunity to make offers to incumbent staff if you have awarded a contract to us based on our proposed resumes? Response: This is between the incumbent and the awardee. 35. Submitted Question: Although you say it is not a personal services contract, it appears to be. There is no Program Manager (PM) labor category and your evaluation factors do not include any contractor on-site management aspects. Response: See question 19. See Amendment 004 SOW 36. Submitted Question: If this is an IDIQ contract, why are you requesting resumes now? We can not guarantee the resumes we provide will be those of the staff we provide later. Also, aren't there incumbents who you would like us to al least interview if we are awarded the contract? Also, if we provide resumes now, the incumbents will be out of jobs. Response: See answer to question 34. 37. Submitted Question: Is there no page limit to this proposal? How can you compare one company's 10 page proposal to another company's 150 page proposal? Response: See Amendment 004 SOW 38. Submitted Question: How many contract awards will be made? Response: 1 award is anticipated. 39. Submitted Question: You mention a need for the technical writer to work with an Oracle Financial system but it does not mention the version of software or details about the platform what software or technical platform is the Financial Applications system? (Oracle?) Response: See Amendment 004 SOW 40. Submitted Question: Is there a technical document available that shows exactly what software systems (product and version) the proposed consultants will be interfacing? Response: See Amendment 004 SOW 41. Submitted Question: Are there job/position descriptions for the Information? Response: No Submitted Question: There are two line items for Technical Writing Support. What are the differences, i.e. in level, etc? Response: See Amendment 004 SOW 42. Submitted Question: Is there a line item for Travel (NTE), or will this will be added later? Response: Yes, Travel will be added on the Task Order 43. Submitted Question: Are all Financial Systems Supported under this contract Oracle Federal Financials, or are SAP, Peoplesoft, and other systems supported, as well? Response: Oracle Federal Financial. See Amendment 004 SOW 44. Submitted Question: Is there a government estimate available? Response: This is not avariable to Offerors. 45. Submitted Question: Is the solicitation been released yet? FedBizOpps indicated that the release date was April 18th, given that the release has been delayed, will we expect any new amendments. Response: The Solicitation was released on April 18. 46. Submitted Question: Is there a deadline by which the questions are due Response: Yes, Wednesday May 11, 2005 47. Submitted Question: In the statement of work it is mentioned that: Part II-Price Proposal 1. Sufficient competition is anticipated, therefore, neither cost or pricing data or other than cost or pricing data are requested at this time. Completion of the Schedule of Pricing is all that is required. If further information is deemed necessary, the Contracting Officer will contact the offeror. Can you please let us know what information is required for the completion of Schedule of Pricing? Response: See Amendment 004 SOW 48. Submitted Question: In case we need to provide rates for the labor categories mentioned in the Rfq., then will this rate shall be fully loaded rates i.e. inclusive of all costs, G&A, INDIRECT COSTS, FEE.? Response: See Amendment 004 SOW 49. Submitted Question: In reading the solicitation for administrative, professional and management support services for the DOI-NBC, it appears that there are only six FTE's involved in the procurement. Is the contract expectect to grow, i.e. will more FTE's be added later? Response: See Amendment 004 SOW 50. Submitted Question: Softec currently has more than 6 people at DOI-NBC. What will happen to these people? Response: This is has nothing to do with Softec contract. 51. Submitted Question: Is this a multiple award BPA? Is $3.00 Million maximum ceiling for the entire BPA. Response: This is an IDIQ contract not a BPA. 52. Submitted Question: Based upon the scope of services as indicated in page 2 and 3/32, of the document number NBCR05021, incase any future work comes up from this contract. Will the successful and incumbent vendor and his subcontractors of this contract, be debarred from bidding on any future work out of this contract? Response: 53. Submitted Question: Please provide information for the submission of price schedule. Response: See Amendment 004 SOW 54. Submitted Question: Who will be providing "project/task" management? The labor categories given do not allow for us to manage and therefore be responsible for anything. The SOW would like us to bring project management philosophy and skills and experience, but the labor categories dictated do not seem to allow this. Response: The changes in Amendment 0004 should allow Offerors to address this. Contractor is expected to manage its staff. 55. Submitted Question: When will all questions be answered? We can't develop our proposal, or decide who to team with until you release answers to questions. Can the deadline for proposals be moved from the 13th to the 20th since we still do not have answers to questions? Response: The proposal due date has been moved to May 20, 2005. 56. Submitted Question: Do you really want 5 hard copies of the proposal, or do you really want the documents (technical and cost) via email? The RFP is confusing and asks for email and then asks for hard copies. Response: The proposal shall consist of Original + 4 copies. See proposal instructions. 57. Submitted Question: If the Government can not provide access to facilities (for example closure due to weather, presidential decree, etc) and our staff is capable of working, how do we charge the NBC? Can our staff work from their homes under these types of circumstances? Response: Offers need to determine their own solutions for the circumstance. 58. Submitted Question: Are these services for COTS financial software applications? If yes, what is the application? Response: Yes, Oracle Federal Financials. 59. Submitted Question: Where do I find the description of the labor category skills required? Response: See Amendment 004 SOW 60. Submitted Question: Once you have the rates, what are the steps in the proposal process to fulfill the individual tasks? Response: We will negotiate task orders based on these rates with the contractor.
