Description
DESCRIPTION OF WORK: The intention of this solicitation is to provide all labor, materials, training, equipment, transportation and supervision necessary to perform the repairs and replacement of various types of paving and incidental related work. The exact location of each project will be indicated at the time such task orders are issued. THIS SOLICITATION IS UNRESTRICTED. For the purpose of this procurement, any concern submitting a bid is classified Small if its preceding three fiscal years do not exceed $12,000,000.00. The North American Industry Classification System (NAICS) Code is 23710. This solicitation is for one Base year and two (2) one-year options for a total of 36 months. The contract guarantees a minimum of $50,000.00 for the Base Year, Option year one and Option year two. The option periods may be exercised at the discretion of the Government in accordance with the Option to Extend the Contract Services clause included in the contract. All responsible bidders may submit a bid, which, if timely received, shall be considered by the agency. The contract will be awarded to the lowest responsive/responsible bidder. In accordance with FAR 5.102(a), availability of this requirement will be limited to the electronic medium; this requirement will be available for viewing and downloading, free of charge, via http://www.esol.navfac.navy.mil. Hard copies (paper sets) or a CD-ROM of this solicitation, or the plan holder?s list will NOT be provided by the Government. The official Plan Holder?s list will be maintained on, and can be printed from the Internet site. All responsible bidders and plans rooms must register as plan holders on the website: http://www.esol.navfac.navy.mil in order to receive a copy of this solicitation. Each company must indicate its name, address, phone number, and E-mail address; identify whether the firm is a Prime, sub, or supplier, and indicate whether the firm is a Small Business, Small Disadvantaged Business, Woman-Owned Business or if the firm is a Large Business. All contractual and technical questions must be submitted in writing and may be faxed to (928) 269-3557. No telephone or e-mail questions will be accepted. Notification of any postponements and any amendments to this solicitation will only be posted to this website. It is the sole responsibility of the bidder to continually view this website for any amendments made to this solicitation. This solicitation will be made available for viewing and downloading approximately 16 May 2005. A tentative site visit is set for 9 June 2005, 9:00 a.m. The closing date for receipt of bids is tentatively scheduled for 20 June 2005, 14:00 (local time). NOTE: The apparent successful bidder must be registered in the Department of Defense (DoD) Central Contractor Registration (CCR) Database. Award will NOT be made to contractors who are not registered in the (CCR) Database. Information regarding this registration may be obtained by accessing the website at http://www.ccr.gov; request form at 1-800-334-3414. Prospective contractors shall submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA). Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) Database (see FAR 4.102). A contract cannot be awarded to a contractor that has not submitted a required annual form VETS-100, Federal Contractor Veterans' Employment Report (VETS-100 Report) if subject to the reporting requirements of 38 U.S.C. 4212(D) for that fiscal year.
