Description
DESCRIPTION: The U.S. Department of Commerce (DoC), National Institute of Standards and Technology (NIST) requires a Contractor to provide scientific and technical support at its site in Gaithersburg, Maryland. These services cover a wide range of highly specialized scientific and technical fields and shall support the efforts in the NIST laboratories such as: the Offices of Director (OD), Technology Services (TS), Advanced Technology Program (ATP), Manufacturing Extension Partnership Program (MEP), Electronics and Electrical Engineering Laboratory (EEEL), Manufacturing Engineering Laboratory (MEL), Chemical Science and Technology Laboratory (CSTL), Physics Laboratory (PL), Materials Science and Engineering Laboratory (MSEL), Building and Fire Research Laboratory (BFRL), and Information Technology Laboratory (ITL). NIST laboratory programs and objectives can be found at http://www.nist.gov/public_affairs/labs2.htm. The scientific and technical support services are often at the Ph.D or Master?s level with experience associated with the program objectives of the laboratories listed above. This is a competitive 8(a) requirement. North American Industry Classification System (NAICS) 541690 applies. The small business size standard for NAICS 541690 is $6.0M. The Government contemplates awarding one or more Firm-Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contract(s) for scientific and technical support service to one or more Section 8(a) source(s) whose proposal represents the best value to the Government. The Government?s estimated cost of this contract is $40 million over a five year base period. A Request for Proposals (RFP) is anticipated to be available on or about May 20, 2005 and the response date will be 30 days after the issue date. The RFP will be issued utilizing FAR Part 15, Contracting by Negotiation. The competitive solicitation, solicitation amendments, and all questions and answers related to this procurement will only be made available via the Internet at http://www.fedbizopps.gov. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored, and no bidders list will be maintained.
