Sources Sought Notification Process Unit Assembly Services to include Fabrication and Manufacturing Suppliers For Mixed Oxide Fuel Fabrication Facility (MFFF) Process Units Duke COGEMA Stone & Webster, LLC (DCS) is seeking Subcontractors that have process unit assembly and testing experience both ?glovebox type? and ?non-glovebox type? to include sub-tier fabrication and manufacturing suppliers of items such as glovebox shells, mechanical sub-assemblies, conveyors, etc. The definition for both types of process units are noted below: An assembly of structural, mechanical, electrical and instrumentation components (e.g. pumps, valves, welded piping, electrical power, sensors, actuators, conveyors, scales, hoppers, elevators, motors and complex subassemblies) that may be contained within a glovebox or suite of gloveboxes that serve as a confinement barrier (this is referred to as a ?Glovebox Type Process Unit?). A Process Unit may not have a glovebox enclosure but will still contain many of the same components listed above (this is referred to as a ?Non-glovebox Type Process Unit?). Most Process Units are controlled by PLCs, MCCs and a computer operated management system. A Process Unit is comprised of 1 to 24 gloveboxes or non-glovebox types of assemblies. The process units to be acquired will support the construction of a Mixed Oxide Fuel Fabrication Facility (MFFF) to be built at the Department of Energy (DOE) Savannah River Site (SRS), under DCS?s approved NQA-1, 10CFR 50 Appendix B Quality Program. The process units will be released as Build to Print Procurements to accomplish assembly and testing of DCS designed process units. This notification along with the notification related to design/build procurements published in the fall of 2004 cover the scope of subcontracted MFFF process units. Interested parties in this notification must possess ALL of the following attributes to be considered to receive any further information regarding this solicitation. 1. A working Quality Assurance Program. 2. A minimum of five (5) years of experience in the assembly and testing of process units (?glovebox type? and/or ?non-glovebox type? to include sub-tier fabrication and manufacturing suppliers of items such as glovebox shells, mechanical sub-assemblies, conveyors, etc.). DCS encourages companies to develop Teaming arrangements to include small and minority business, in order to meet the minimum qualification requirements. Interested parties should submit a Pre-qualification Package for their Company or for the Team as a whole. Companies that team shall have a Prime Subcontractor designated. The Prime Subcontractor will be the direct interface between the Team and DCS. Team Pre-Qualification packages shall be written to cover the Prime Subcontractor and key teaming Companies and shall be submitted by the Prime Subcontractor. Pre-Qualification packages can be obtained by emailing a request to Janice Olive at jolive@dcsmox.com. Companies or Teams that have a current DCS approved Pre-Qualification package on file need not submit another package, unless the submitted package requires updating. A Letter of Interest shall state that the Company or Team has a Pre-Qualification package on file with DCS or that the Pre-Qualification package will be forwarded. Letters of Interest are due by 4 PM EST on 18 May 2005, with Pre-Qualification packages submitted on 1 June 2005. The letter of interest must include as an attachment, a one page narrative that clearly defines and specifies the capabilities and capacity of the individual firm or teaming partners. This is a Source Sought Notification ? for planning purposes and to evaluate current market conditions. This is not a Request for Proposal (RFP), nor shall it be construed as an announcement for the issuance of future RFP?s.
