Description
The State Department, Office of Acquisitions Management is seeking to identify potential offerors for the operation and maintenance of four training facilities in Afghanistan, Colombia, Pakistan, and Indonesia. The solicitation will be a multi year IDIQ contract with a base year and four option periods, that will include provisions for the construction, operation, and maintenance of additional camps worldwide that may be required during the period of performance. The camp in Afghanistan, known as Camp Watan, consists of modular units constructed for the use and occupancy of Department of State employees, local guard and contractor personnel. The Camp Watan facility includes housing for approximately 50 Expats and 80 local personnel to include facility support staff. The camp includes latrines, bath facilities, office units, classroom, training facilities, recreation facilities, storage facilities, infirmary, bunkers, guardhouses, maintenance facilities, laundry, food service facilities, and weapons storage. The camp is in operation 24/7. The contractor shall be required to maintain diesel powered electrical generators, electrical distribution lines (underground), water distribution lines, water storage tanks, sewage collection system, access roads, perimeter walls, and shooting ranges. The camp in Colombia provides accommodations for 100 participants (four to a room) and 5 DS contract instructors (one to a room). The facility contains self service laundry for 150 personnel, combined kitchen and dining facilities, recreation room with television, internet access, gymnasium with treadmill, free weights, weight benches, dumbbells, stationary bike, elliptical trainer, and weight machines, administrative offices, conference rooms, classrooms, warehouse facilities, secure armory, medical clinic, and training facilities to including a multi level, multi entry, multi room, ballistic shoot house and a shooting range. The camp in Indonesia is the DS/T/ATA principal training site at Megamendung (a POLRI CID training academy 40 kilometers south of Jakarta). It includes a state-of-the-art shoot house, breach house, breaching wall, 100-meter range, arms room, and maintenance support structures. There are existing barracks, dining rooms, classrooms, offices, motor pool, warehouse, and ammunition/explosives bunkers. There is a second training site at Kelapa Dua (20 kilometers south-east of Jakarta on an existing POLRI training facility) providing a 300-meter precision fire (sniper) range, an explosives range, and associated range support and classroom facilities. Operations and maintenance support will include the following: 1. Utilities including electricity, phone, cell phone, internet, copier maintenance, generator maintenance and catering. 2. Transportation including staff leased vehicles and drivers, instructor leased vehicles and drivers, transportation of materials, transportation of students and rental of additional vehicles as required. 3. Facility operation and maintenance includes 100m range repair, breach fa?ade, breach wall sections, breach house, shoot house doors, routine support (trash removal, grounds upkeep), Kelapa Dua preparation and maintenance, Field Training Exercise (FTX) support (electricity, port-a-lets, trash, limited carpentry, setting up the area and post exercise tear down and clean up). 4. Procurement including vehicles (3 CRT Vans w/ fabrication, 1 Terrano, 1 junk car), Master List items (tools, office supplies, training aids, bottled water, reproduction of manuals, uniform tailoring, equipment dying/modification). 5. Shipping including documentation, customs house broker, transportation and police escort. 6-Administration including Admin. Fund (cash for procurement, gas, tolls, parking), accommodations, check cashing (at Embassy), FedEx from Megamendung site, staffing (Senior Police Liaison Advisor, Office Manager, Interpreter Staff (3) and additional contract interpreters as required. The camp in Pakistan is known as Camp Sihala, located on the fringes of Islamabad on the Punjab Police College campus. Camp Sihala consists of modular units constructed for the use and occupancy of Department of State contractors, country national, third country nationals and a local guard force. Camp Sihala includes housing for approximately 14 Expatriate intermittently, 18 local personnel, and two permanent Expats to include facility support staff. In addition Camp Sihala may house up to 40 students for periods up to six-weeks. The camp includes latrines, bath facilities, office units, classroom, training facilities, recreation facilities, separate messing for expiates and students/locals, storage facilities, infirmary, bunkers, guardhouses, maintenance facilities, laundry, food service facilities, weapons and hazardous materials storage. The camp is in operation 24/7. The contractor shall be required to maintain diesel powered electrical generators, electrical distribution lines (underground), water distribution lines, water storage tanks, sewage collection system, communication lines (clear audible local and long distance lines, five internet DSL or about quality, cable TV access at no less than currently is there presently) roads, perimeter walls and meet security setback standards unless a waiver is granted. Security and, fire protection drills shall be performed weekly with incorporating State Department requirements set by the Post. Guards shall be qualified quarterly and with equipment, which meet western standards. In addition to the classroom and accommodation area, a shooting ranges and shooting houses will need to be maintained and secured. There may be one or more requirements to construct, repair, or modify new facilities worldwide. This solicitation shall be 100% set aside for small business?? No large businesses need apply. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The resultant contract shall be an Indefinite Delivery, Indefinite Quantity contract for a base period of one year with four one-year option periods. The Government may choose to award an IDQ contract that has multiple awardees found to be within the competative range after responses to the solicitation are received. The North American Industrial Classification (NAICS)Code is 561210 with a size standard of $30 million.
