- THIS MODIFICATION NOTIFIES THE CONTRACTING PUBLIC THAT THE PROJECT WILL NOT BE SET-ASIDE AND IS ADVERTISED UNDER FULL AND OPEN COMPETITION (UNRESTRICTED). This project will consist of aggregate surface course on 59.7 miles (largest schedule) of roadway for Minuteman Missile Access Roads, Project NE OM-AD 36(34), in Banner, Cheyenne, and Kimball Counties, State of Nebraska. Estimated price range is between $1,000,000 and $5,000,000. This project contains 3 schedules. Principal work items on the largest schedule include: lump sum contractor testing; 50 linear feet soil erosion control sediment log; lump sum watering for dust control; 118,636 tons aggregate surface course; 44,130 square yards aggregate surface reconditioning; 2,134 stations pulverizing, 2-inch depth; 1,175 stations pulverizing, 6-inch depth; heavy equipment operators; 60 each temporary traffic control cones; 436 square feet construction signing; 960 fixed hour flagger. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
