Description
The Department of Veterans Affairs (VA) will issue a request for a Request For Proposal (RFP), for a Repackaging Service. This procurement is 100% Set-Aside for Small Business. As a service contract, it is subject to the Service Contract Act of 1965, as amended, and the Fair Labor Standards Act of 1938, as amended. RFP 797-NC-05-0028 is being issued to acquire a contractor to serve as a unit-of-use repackager of generic pharmaceuticals needed by the Department of Veteran Affairs (VA) healthcare facilities to satisfy VA inpatient and outpatient needs. The VA National Acquisition Center (NAC) will purchase the products and arrange for delivery of such products to the contractor for repackaging. Contractor will receive orders from the facilities and ship FOB Destination on a daily basis. The cost of shipping is a component of the contractors repackaging fee. The VA is responsible for all Inventory Management decisions (i.e. when to order stock, what size bottle to put the drug into, how to adjust customer orders). The duration of this contract is anticipated to be a base year plus 4 one-year option periods. Following is a list of the four drugs currently being repacked for the program and their last 12 usage history: Omeprazole 20 mg., 30s (784,100 BT), 60s (209,100 BT), 90s (1,914,300 BT),180s (272,200). Furosemide 20 mg., 90s (245,750 BT). Furosemide 40 mg., 30s (127,076 BT), 90s (343,125 BT), 180s ( 95,000 BT over 9 months), Spironolactone 25 mg., 90s (53,875 BT for 6 months). The Isosorbide Dinitrate Tablets in 10 mg. and 20 mg. strengths, was just awarded, so anticipated usage is being provided: 10 mg. 90s (128,076 BT), 180s (49,488 BT), 270s (122,256 BT), Isosorbide Dinitrate 20 mg. 90s (107,196 BT), 180s (83,748 BT), and 270s (133,992 BTs). The bottles of 1,000s for these four drugs, are provided by the manufacturers, however, usage and est. usage is provided to assist you in determine the handling and shipping fees for these products: Omeprazole 20 mg., 1,000s (41,472 BT), Furosemide 20 mg., 1000s (15,024 BT), Furosemide 40 mg., 1000s (37,608 BT), Spironolactone 25 mg., 1,000s (8,568 BT for 6 months), Isosorbide Dinitrate 10 mg., 1000s ( est. 2,892 BT), and Isosorbide Dinitrate 20 mg., 1,000s (est. 1,266 BT). The responsibilities of the contractor will be outlined in the Solicitation, but will include the following: 1. Repackage and label (according to VA specifications), all drugs ordered by the VA, in unit-of-use packages. 2. Contractor must be capable of shipping to as many as 160 hospitals and 7 Consolidated Mail Outpatient facilities, located in every state, Puerto Rico, the Philippines, and Guam. 3. On a monthly basis, the contractor shall submit an invoice to the VA for its repackaging fees, accompanied by a detailed report. 4. The contractor must operate its repackaging facility in a manner that meets all applicable FDA standards. The Department of Defense may be added as an eligible participant of this program through a bilateral (mutual) Modification. The contract period will be for a period of one year, plus four one-year options.
