Description
The Department of Veterans Affairs, National Acquisitions intends to issue a Solicitation for General Purpose Towels, Operating Room Towels, and General Linen Washcloths. The Veterans affairs also intends to set this procurement aside for Small businesses only. If the VA anticipated receiving two or more proposals from qualified Service Disabled Veteran-Owned Small Businesses, this solicitation will be cancelled and will be set-aside as appropriate. This is consolidated contract. The date of issue for the solicitation is approx June, 21, 2005. Offerors will be required to provide the following items and Government estimates that conforms to the following specifications/descriptions: White Bath Towel: 261,301 estimated annual purchases, 1. Fiber content shall be 86% cotton and 14% polyester or 100% cotton (label claim and literature review). 2. Size of bath towel shall be within the range of 20? x 40? and 22? x 44? (literature review and physical inspection). 3. Weight per dozen of bath towels shall be within the range of 5 lbs ? 6.25 lbs (literature review and physical inspection). 4. ?VA Property? must be name woven (not printed) in a blue center stripe the entire length of towel (literature review and/or physical inspection). 5. Each side of the towel shall have a selvage edge not less than ?? or more than ?? wide (physical inspection). 6. Towel shall have a hem at each end no less than 3/8? or more than ?? (physical inspection). 7. Towel shall have a border without terry loops, 1? to 1 3/8? at each end of towel (physical inspection). 8. Towel shall have a permanent label attached (physical inspection). White Washcloth: 1,791,352 estimated annual purchases, 1. Fiber content shall be 86% cotton and 14% polyester, or 100% cotton (label claim and literature review). 2. Wash cloth shall be sized within the range of 12? x 12? and 13? x 13? (physical inspection). 3. Weight per dozen of washcloths shall be within the range of .75 lb to 1.2 lbs (literature review and physical inspection). 4. ?VA Property? must be name woven (not printed) in a blue center stripe the length of the washcloth (literature review and/or physical inspection). 5. All four edges of washcloths shall be over-edged by stitching with 10-14 stitches per inch with breaks, skipped stitches and run offs overstitched ? to 1 inch. There shall be no loose or untrimmed threads on finished product (physical inspection). 6. Washcloth shall have a border without terry loops, ?? to 1 ?? at each end of towel (physical inspection). 7. Washcloth shall have a permanent label attached (physical inspection). Operating Room Towel; Absorbent: 47,088 estimated annual purchases, 9. Fiber content shall be 100% cotton (literature review and label claim). 10. Towel size shall be in the range of 17? ? 18? x 33? ? 36? (literature review and physical inspection). 11. Towel to have reinforced selvage or hemmed sides (physical inspection). 12. Towel shall be hemmed at each end with single needle lock stitch to prevent raveling (physical inspection). 13. Towel to be loom woven or constructed to be low linting (physical inspection). 14. Towel shall be offered in colorfast, vat dyed, colors of ceil blue, jade green, and misty green (literature review). Estimated quantities are for VA only and are based on VA historical usage for the commercial items listed. The contract period will be for one year and four one-year option periods. If an offeror is not a manufacturer, a signed agreement between the offeror and manufacturer must be submitted with a proposal, and remain in effect for the duration of the contract period including option years. Small business representatives are invited to provide comments concerning this procurement to the contracting officer.
