Description
The United States Property and Fiscal Office for Florida intends to award a firm fixed price contract for two (2) satID Satellite Geolocation Systems from QinetiQ Inc, 2345 Crystal Drive, Suite 909, Four Crystal Park, Arlington, VA. This announcemen t constitutes the only solicitation for any alternate capable sources for the Governments requirements as specified below. The contractor shall provide services to deliver, train, and provide a full system checkout of two (2) Satellite Geolocation Systems (SGS) and will provide services to maintain hardware and software for the systems delivered. The systems shall be capable of: a. operating at C-band: 3.4 4.2 GHz (downlink), X-band: 7.25  7.75 GHz (downlink), and Ku-band: 10.7 12.75 GHz (downlink), b. performing geolocation on inclined satellites with orbital inclinations up to 5 degrees, c. interfacing with SIRS via TCP/IP Ethernet, capable of exporting an ASCII electronic file containing geolocation result data in the SIRS specified format, d. geolocating modulated and non-modulated (CW) transponded satellite communications interference signals, e. being rack mou nted/ transportable, f. deriving a priority list of viable secondary geosynchronous communications satellites available for use in the geolocation process, g. maintaining a reference emitter database for the geolocation calibration process, h. computing ep hemeris correction for each pair of satellites from which downlink emissions (associated with uplink signals of interest) are simultaneously collected, i. displaying a 90% confidence region about the estimated geolocation result , and j. allowing for input of satellite ephemeris in the NORAD two-card electronic format This is the initial procurement for this type of system, No previous contracts exist for the same or similar systems, and no previous contracts have been executed by the United States Property and Fiscal Office for Florida. All technical and contract file materials provided by the Air Force were reviewed for any indications of additional available competition for this contract, in order to enhance the likelihood of additional competition. On 15 March 2005, Headquarters, US Air Force Space Command forwarded to the United States Property and Fiscal Office for Florida, results of five independent technical evaluations of proposals provided by two (2) vendors, which were conducted by experts fa miliar with the proposed systems being acquired. Fourteen key areas of each proposal were evaluated, along with cost analysis of both proposals. Air Force Space Command determined that the proposal by QinetiQ best met the needs of the Air Force and recom mended the contract be awarded to QinetiQ.
