Description
Fire Medic Program Field Support and Kit Rehab Fire Medic Program provides medical aid stations in support of wildland fires, and other incidents, through out Alaska. This program fields a wide range of emergency medical equipment, supplies & over-the-counter medications in the form of kits. Some of these kits are sent out with medics. Others are sent to medics already in the field. Some of the smaller incidents are sent basic first aid kits only. All of these kits are stocked with a limited amount of supplies to get the medic/incident started and keep the weights low. A complete list of kit contents is attached. The kits are used in a wide range of field settings. From a very remote sand bar along a river, to open field only accessible by helicopter, to school class rooms or other man bade structures. The vast majority of sites are in the outdoors, working in 14' x 18' wall tents with earthen floors. Within a few days the incident will normally start ordering extra supplies to support the aid station. The amounts and types of supplies ordered very from simple OTCs to trauma dressing to oxygen and drugs. The kits and medics are normally deployed for 10-14 days at a time. Once the kit is return to the warehouse it is rehabed and made ready for the next assignment. The time it takes to rehab a kit varies from the size of the kit and how much was used and how dirty the kit and its contents got. It has taken as little as 2 hours on a small kit and as much as a week on larger kits. The list of kits covered under this contract are Fire Medic, Single Medic, Line Pack, Trauma/Oxygen, SKED, Pedi, Oxygen, Cardiac Defibrillator, Cell Phone, Cell Phone Antenna, Satellite Phone, Oxygen Multi Manager. This contract has two parts to it. The first is for the support of the kits and medics in the field. The second is for the rehab of kits after returning from the field. The contractor shall be required to provide all labor, equipment, supplies, record keeping, services, permits, and licenses necessary to perform Tasks 1 and 2, listed below. The Contractor shall perform 95% or more of the work under this contract. For support of the kits in the field the contractor shall provide requested medical items ordered from the field to the AFS warehouse on Ft. Wainwright, in Fairbanks Alaska, within 24 hours, 90% of the time and 48 hours the last 10% of the time. All ordered supplies shell be delivered within 24 hours 100% of the time. For kit rehab, the contractor shall pick up the kit(s) at the AFS warehouse, rehab them and return to the AFS warehouse within time frame listed in Task Order. The rehabbed kit(s) will be in a state as to be ready for field deployment. The contractor must be licensed and/or registered with the State of Alaska as required by law to provide requested services. Contractor personnel performing the work under this contract shall be licensed and/or certified with the State of Alaska as required. Task 1 - The Contractor shall provide all labor, equipment, supplies and services necessary to provide field support of the Fire Medic Kit(s). This effort will consist of completing all tasks/subtasks in accordance with the performance requirements listed in Section C.5 and to the standards as depicted in the Statement of Work. Task 2 - The Contractor shall provide all labor, equipment, supplies and services necessary to rehab any kits used within the Fire Medic Program. This effort will consist of completing all tasks/subtasks in accordance with the performance requirements listed in Section C.5 and to the standards as depicted in Statement of Work The BLM contemplated issuing a fixed price Indefinite Quantity, Indefinite Delivery contract and may award more than one contract.
