Description
The US Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center) located in Cambridge Massachusetts plans to procure sole source with Purdue University, School of Mechanical Engineering. The purpose of this requirement is to update the Tire/Pavement noise roadmap and disseminate information based on workshop activities. To accomplish this, a strategic planning workshop will be held to assemble the diverse stakeholders and address the following objectives: (1) Assess the current state of the art in Tire/Pavement noise, (2) Review roadmap activities, (3) Revise knowledge gaps in Tire/Pavement noise, and (4) Develop a plan for filling the remaining knowledge gaps, identifying lead organizations and res ource requirements. To accomplish the required objectives, it is envisioned that a workshop of up to two (2) days – beginning with a half-day and a full day and ending with another half-day – involving up to 36 active participants will be conducted. The final product of the proceedings will include an updated strategic roadmap for Tire/Pavement noise research, development, and technology. The contractor shall meet the required objectives by performing tasks as follows: organize a workshop, conduct a workshop, and produce proceedings/roadmap documents for Government review. This procurement will be conducted under Simplified Acquisition Procedures (SAP) in accordance with Federal Acquisition Regulation (FAR) Part 13. The NAICS Code is 541690 and the small business size standard is $6Mil lion. Interested firms have 15 calendar days from the date of this synopsis publication to submit in writing to the above named point of contact, clear and convincing documentation of their company’s capability to provide required services. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Small business firms will be required to submit a maximum of three (3) but not less than two (2) pages of documentation in support of the above for evaluation prior to receiving a solicitation. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority in FAR Part 6.302 as referenced above. This notice of intent is not a request for compe titive quotes. A determination by the Government not to compete this proposed purchase order based upon responses received to this notice would normally be considered, solely for the purpose of determining whether to reissue as a competitive procurement. The Request for Quote (RFQ) issuance to the above identified firm will be on or about June 1, 2005. No telephone requests will be accepted – only written requests via email for this solicitation will be accepted.
