The NAVAIR Orlando Training Systems Division plans to negotiate with Rolls-Royce Corporation on a sole source basis under authority of Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The contractor will be responsible for presenting a 5-day EMS 6.1 Maintenance training course in Taiwan from 27 July – 02 August 2005. Key issues associated with this need involve the utilization of a qualified EMS 6.1 instructor who can teach the operation and application of the EMS and maintenance procedure for the EMS PC Ground Station through a combined classroom and on-the-job training approach. The training is required to support the delivery and maintenance training for two E2T aircrafts. Rolls Royce Corporation is the provider of the T56-A-427 engines on the Taiwan Air Force (TAF) HE2KE aircraft. The estimated period of performance is 27 July through 02 August 2005. A rough order of magnitude of the cost for this effort is $100,000. The E-2T HE2KE EMS technical design data is not available and development of a data package suitable for a competition would delay the delivery of the training to the TAF by a minimum of six months to a year after delivery of the aircraft. This delay would create a severe impact on the TAF operational effectiveness and undermine the successful integration of the Hawkeye 2000E aircraft into the TAF force structure. Currently, only Rolls-Royce Corporation possesses the necessary working knowledge of the proprietary data for the EMS used in the TAF HE2KE aircraft to ensure that the TAF students are capable of properly maintaining the engines. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted to the above address (Attn: Romy Roman-Conway) by 2 PM Eastern Standard Time on Wednesday, 25 May 2005. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government.
