Description
The U.S. Department of Agriculture, Forest Service, Gifford Pinchot National Forest, intends to issue a commercial item solicitation for Phase I and III of the Upper Trout Creek Restoration Project, located on the Mt. Adams Ranger District. In Phase I, Contractor shall cut or push over 1265 trees located in two 7-acre thinning units and 55 trees located in four smaller units. Cutting units will be thinned on an 18 X 18 foot spacing. Contractor shall skid whole trees to designated landings. Logging operation cannot start until June 30, 2005. Phase II of the project will be the helicopter lift of 925 logs from the landings to 25 designated locations in the Layout and Upper Trout Creeks. Phase II will be accomplished under a separate contract. For Phase III, the Contractor shall provide an excavator with operator for the placement of 1320 logs, at 32 locations in the Layout and Upper Trout Creeks. Logs will be placed under direct Forest Service supervision to construct in-stream, debris structures. 55 trees, from four thinning units, will be cut, or pushed over, and skidded approximately 400 feet for placement in the creeks. Contractor shall comply with the hydraulic permit and hazardous material containment requirements for in-stream work. The contract performance period is 120 days. Offers will be evaluated on; price; experience; and past performance. In particular, offerors will be evaluated on experience performing in-stream work, and the condition of proposed equipment concerning spills and leaks of petroleum products. The apparent award winner?s equipment will be inspected prior to award. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the Government. Solicitation will be issued on or about May 17, 2005. This procurement is a total small business set-aside. All responsible sources may submit an offer, which shall be considered by the agency. The estimated start work date is July 05, 2005. Service Contract Wage Determination Rates apply to this solicitation and any resulting contract. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
