Description
A sole source requisition is under consideration for aerial photography services to be acquired by the Superior National Forest in northern Minnesota. Other firms that can provide these services should submit a detailed response of company capabilities to Karl Lautzenheiser at the following email address by May 11, 2005: klautzenheiser@fs.fed.us. A description of the services under consideration are as follows: Provide Fixed Base (2-camera system) Stereo Large Scale Aerial Photography (Contact Scale of 1:750 to 1:3000) with sub-metre accuracy in 3 dimensions (Lat, Long, and Altitude) of a point based permanent sample plot network. This photograph would be utilized to perform Forest monitoring and inventory tasks at multiple scales and views. It is critical that imagery be in stereo and geo referenced so repeatable observations over time can be achieved. The following deliverables and other services are required: 1. Deliverables: a. 70 mm negatives of target site including the logging of reference data on each exposure of the negatives in real time b. Flight Log in database format of complete mission including all required event information to allow accurate geo-referencing of the photo event and reliable, repetitive interpretation of data contained in the stereo pair 2. Other Services a. Logistical and planning support b. Assist in the development of target site network c. Liaison with end user of imagery (interpreter) In order to deliver the above products in a usable, reliable and economical format, the vendor must have access to all equipment and expertise required to provide a complete ?turn key platform? including: Stereo Photography Boom with Hasselblad MK 70 cameras ? MK70/70D Data Recording Film Backs ? Real-Time DGPS ? Laser Altimeter ? Digital Magnetometer ? Navigation and Data capture software for Helicopter integrated with all devices and cameras with proven field operation history ? Helicopter approved for use of Stereo Boom ? Pilot Familiar with and proficient in the use of navigation and photography capture software ? Close proximity to target site to reduce ferry charges for helicopter ? All equipment and staff must be in place for immediate deployment to meet compressed field operations window. The aerial photography services are within the boundaries of the Superior National Forest in northern Minnesota. All technical questions should be directed to Bruce Anderson of the Superior National Forest at 218-626-4327. This acquisition is unrestricted and is anticipated to be sole source. See Note 22.
