Description
The National Oceanic and Atmospheric Administration (NOAA) Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement award to The Woods Hole Group (WHG) to repair and upgrade an existing a clam survey sensor. This unit is a backup unit to the unit that is currently operational and being used by the NEFSC as part of its clam survey. The repaired and upgraded unit must be delivered to the NEFSC not later than May 23, 2005 which is the day the NOAA research vessel leaves for their surf clam survey trip. The North American Industry Classification System (NAICS) is 334511. The small business size standard is 750 employees. This acquisition is being conducted using FAR part 12 ? Acquisition of commercial items in conjunction with policies and procedures for FAR Part 13- Simplified Acquisition Procedures. WHG built the original hardware and developed the software interface for two multi-sensor packages that was streamlined, compatible with the existing database, and specifically tailored around NEFSC?s objectives which includes an environment wherein the system shall be subjected to high water flow, sandblasting, rocks, debris, and severe vibrations. The Contractor shall fabricate a new secondary sensor package, and install an upgraded pressure sensor into a separate housing. The Contractor shall upgrade the pressure sensor for deployable underwater multi-sensor package and ensure that the modifications are operationally compatible with the original data collection methods and hardware. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by May 13, 2005. A specification is not available and telephone requests will not be accepted. This notice of intent is not a request for quotes. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
