Description
This combined synopsis/solicitation is for commercial items prepared in accordance with the format in FAR subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written, electronic quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure that they have the most updated information about this requirement. The due date and time for electronic quotations is May 18, 2005 at 12 Noon. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. The applicable NAICS is 423430, with a small business size standard of 100 employees. Description of Requirement: The U.S. Department of Education intends to solicit and procure the following brand-name products/services equal to the following brand-name items: Line 0001: SteelRay Project Viewer Year 1 with Maintenance & Support 6200 User Enterprise Agreement. Media Part Number ID SPVMPP or its' equivalent. Quantity (1), Unit of Issue - SE Line 0002: SteelRay Project Viewer Year 1 with Maintenance & Support 6200 User Enterprise Agreement, Media Part ID SPVMPP (dl) or its equivalent. Quantity (1), Unit of Issue - SE The Period of Performance shall be for one (1) year from the date of the award. The Steel Ray Software is an Enterprise-wide license used by all Department of Education users to view Microsoft Project applications. The Government will consider offers, from all responsible, small-business sources, which evidence ability to provide software with the same or equal features, benefits, quality, and reliability of the proprietary commercial, off-the-shelf products/services identified above. Offers which do not provide such evidence will not be considered. The award shall be subject to Simplified Acquisition Procedures, in accordance with FAR Part 13. Offerors are to comply with the provisions at FAR 52.212-1 INSTRUCTIONS TO OFFERORS--Commercial Items. All offerors will be evaluated in accordance with procedures for the acquisition of commercial items, found in FAR Subpart 12.6. Low-cost, technically acceptable will be the basis for source selection. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications---Commercial Items, with its offer. FAR 52.212-4, contract terms and conditions--commercial items applies to this acquisition.
