The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: A. This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Narcotics Affairs Section (NAS), Bogot, Colombia. The physical location of this PSC position is at the ARAVI Base in Guaymaral. The purpose of this position is to serve as the On-the-Job Training (OJT)/Nationalization Advisor for NAS/ARAVI Program. Coordinates and manages all aspects of non-flight curriculum development management for NAS/ARAVI, including: coordination with other NAS/ARAVI advisors for review of OJT requirements in all aspects of NAS/ARAVI support; management and oversight of non-flight curriculum development; informal and formal course planning; training presentation, evaluation and testing; formal group instructor training and qualification; management and evaluation of the contractor OJT program; verification and validation of database entries for training status tracking and reporting; assists with training audits. Coordinates schedules with the Standardization and Operations Advisor. Assists, with input from other NAS/ARAVI advisors, the Senior Aviation Advisor and Program Manager in setting nationalization goals and schedules for contractor/sub-contractor positions to be eliminated and/or filled by ARAVI personnel. Researches and advises on in-country personnel costs. Researches and advises on ARAVI retention policies. Reports directly to the Senior Aviation Advisor. The On-the-Job Training (OJT)/Nationalization Coordinator duties and responsibilities: A. Plans, budgets, manages and coordinates non-flight training requirements to progress steadily toward nationalization of the NAS/ARAVI program. Provides guidance in all non-flight training matters as requested by the NAS Director, Deputy Director, Program Manager and Senior Aviation Advisor; B. Helps create and provides specific management oversight and closely monitors the contractor OJT program. Ensures training requirements are identified, coordinated and scheduled utilizing available resources effectively, efficiently and economically; C. Instructs and supervises database entry personnel for training status tracking and reporting. Manages and reviews training records, qualification and certification documentation and personnel training attendance. Ensures that applicable directives and contract requirements are met regarding non-flight training; D. Provides oversight for development and update of course management plans, plans of instruction and lesson plans for proper task qualifications and cross utilization of training. Ensures that practical and written tests are developed and that an evaluation program is properly managed and administered according to the contract, the contract's Task Execution Plan (TEP), and U.S. Army aviation guidelines; E. Recommends selection of instructors and trainers from both within and outside the ARAVI program. Provides instructional guidance as required. Ensures that instructors, trainers and certifiers are identified and qualified; F. Supervises and evaluates instructor staff tasked to provide formal and OJT instruction. Performs recurring and regular training audits at all permanent ARAVI bases as well as Forward Operating Locations (FOLs) where OJT training is conducted; G. Coordinates classroom and training equipment availability. Assures end-use monitoring of all NAS/ARAVI non-flight training equipment; H. Submits weekly activities report to the Program Manager and Senior Aviation Advisor; I. Serves as back-up to the Standardization and Operations Advisor; J. Attends weekly Production Control meetings to coordinate activities; K. Conducts monthly OJT meetings with supervisors and OJT trainers to review progress and identify any recommended changes to the OJT program; and L. Performs other training duties as required. Required skills/abilities A. U.S. citizen, subject to State Department Secret level security clearance; B. Education: Bachelor's Degree from an accredited institution or equivalent, i.e., Associate Degree with five years related experience, or 10 years related experience in the military or law enforcement, international development or international affairs or public administration, experience desirable but not required; C. Experience: Three years instructional training experience, including course management and program management and supervisory skills and/or equivalent experience as on OJT military or civilian trainer. Has ten years experience in aviation, preferably in a military environment; D. Knowledge: Has extensive knowledge of all areas of aviation curriculum development and training program management, including program development, administration, and lesson plan and training aid development, training coordination and personnel scheduling. Possesses a working knowledge of Microsoft Windows and Office programs, particularly MS Word, PowerPoint, Excel and Project. Possesses a working knowledge of internet research techniques; E. Knowledge of U.S. Federal Aviation Administration (FAA)regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830; F. Skills: Typing and basic computer skill needed to use information technology and management systems required. Computer skill should include word processing and spreadsheet applications; and G. Language: Spanish language ability at the Foreign Service Institute Level R/2, S/2 or the Defense Language Proficiency Test (DLPT) level 2/2 is highly desirable. COMPLEXITY The incumbent provides NAS/CNP Aviation Unit (ARAVI) oversight of non-flight curriculum development management, including: coordination with other NAS/ARAVI advisors for review of OJT requirements; management and oversight of non-flight curriculum development; informal and formal course planning; training presentation, evaluation and testing; formal group instructor training and qualification; management and evaluation of the contractor OJT program; verification and validation of database entries for training status tracking and reporting; assists with training audits. SCOPE AND EFFECT The primary purpose of the position is to provide NAS/CNP Aviation Unit (ARAVI) oversight of non-flight curriculum development management and to identify and help implement specific steps to increase ARAVI and decrease contractor staffing of the program. PERSONAL CONTACTS Contacts include senior officials throughout the Bureau of International Narcotics and Law Enforcement, INL/A, the contractor, other U.S. Government Federal Agencies, the U.S. Department of Defense, and the CNP. PURPOSE OF CONTACTS Contacts are for the purpose of exchanging information, consultation and assistance, cooperative programs and OJT requirements and planning. Assignments may include active participation in management- level conferences, meetings, surveys, procedures and future requirements. The incumbent must be able to effectively interface with senior management and staff personnel from different cultural and technical backgrounds. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with frequent travel to the field for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of the narco-traffickers and guerrillas and therefore pose risk to the incumbent while at these sites. POSITION ELELEMTS A. Supervisory Controls: The incumbent reports to the NAS Senior Aviation Advisor. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. B. Exercise of Judgment: Exercise of judgment and detailed understanding of personnel training and resource management are required. C. Authority to make commitments: None. D. Nature, Level and Purpose of Contacts: Will maintain good working relationship with USG and Colombian nationals, including ARAVI officials, working on OJT Programs. EVALUATION CRITERIA A. Offeror's demonstrated experience and in-depth knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, INL/A Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, safety program manuals and regulations, and related documents. Significant experience in military or U.S. civilian aviation safety programs can be substituted; however, the successful candidate must become intimately familiarized with INL safety standards; B. Offeror's demonstrated experience and knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143 and 830; C. Offeror's knowledge of and experience in the formulation of plans and policies pertaining to operations within unit level safety and flight training activities; incumbent should have a basic knowledge of command communications, and Department of State flight operations procedures; D. Offeror's experience in aircraft operations/training management in a military or civil organization involved in the training and standardization of rotary- and fixed- wing support personnel and the tactical employment of aircraft in a high threat environment is highly desirable; preference will be given to candidates with such experience; and E. Past Performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
