- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS Code for this synopsis/solicitation is 334414, Size Standard 500. Solicitation/Purchase Request number F2BBAE5076A100 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular Fac 2005-03 effective 11 Apr 2005. The Government intends to award up to four (4) purchase orders each with one contract line item number (CLIN 0001) for 1cm^2 zinc oxide substrates, single sided Zn face polish or double sided, as long Zinc side is polished. These substrates will not be used for seeds or templates for bulk growth of zinc oxide (growth over 10 um in thickness), 30EA. FOB: DESTINATION. Inspection and acceptance: DESTINATION. Your offer should include the items required by 52.212-1. The operating performance of ZnO devices will be directly related to the quality of the substrates. The Air Force Research Lab will analyze each awardee?s wafers for: 1) Number and type of defects 2) Conductivity 3) Impurity Concentration 4) Surface Damage and Flatness 5) Uniformity of items 1-4 on wafer?s surface 6) Uniformity of items 1-5 per batch of wafers An in-depth open source report on the wafer characterizations will be made available to researchers in the ZnO community including those researchers funded by the DoD. This report will be an unbiased source on current specifications on ZnO wafers available for sale. The government intends to make up to four (4) awards. In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of price. Offer will be evaluated in accordance with FAR 13.106-2.
