Description
This is not a Request for Proposals. A solicitation will not be issued. The Defense Contracting Command  Washington (DCC-W), on the behalf of the US Army Center of Military History intends to award a contract, on a sole source basis, with The Afiki m Foundation of New York, New York for the purchase of a One Soul: Holocaust Education Exhibit. The North American Industry Classification Code is 712110. This requirement is not a Small Business Set-Aside. The exhibition will educate soldiers and vi sitors about the prominent role the U.S. Army played in liberating the Nazi Death Camps, as well as, taking those transcendent lessons of the Holocaust and place them in the context of the challenges facing the U.S. Army in the 21st Century. The objectiv e of this project is to develop, produce, and ship multi-faceted educational interactive learning exhibits, including toolboxes, to selected U.S. Army Museums. Each exhibit will be comprised of two large panels with either permanent or removable graphics. In addition, each exhibit will include the following: a comprehensive educational toolbox that includes a DVD that will tell the history of the Holocaust, the role the U.S. Army played in liberating the Nazi Death Camps, a discussion of what happens or could happen when democracy fails, an outline of the role the U.S. Army has played since World War II in liberating people around the world from tyrannical regimes (in line with the theme of what happens when democracy fails); interactive graphics and booklets, facsimiles, artifacts, posters, reading lists; an instructional booklet (containing detailed instruction on assembling the exhibit as well as guidelines on how best to show the exhibit); and a special website to support and enhance the exhibit. These exhibits and toolboxes will remain permanently with each museum. The proposed contract action is for commodities for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only One Responsible Source). The Government will consider all capability packages received by 26 May 2005. Individual responses to this request for information that may contain company proprietary information must be marked accordingly. Such information will not be released o utside the Government. The Government may revise its acquisition strategy and solicitation requirements based upon industry response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely with in the discretion of the Government. Capability packages and or/written comments are to be submitted by 1:00 p.m., local time, 26 May 2005. DCC-W point of contact is Mr. John B. Deas, (703) 695-5500, e-mail: john.deas@hqda.army.mil. No extensions will be granted. No telephonic submissions will be honored. Capability packages shall be delivered using one of the following methods: E-MAIL to Mr. John B. Deas, EXPRESS MAIL CARRIERS: Capability packages submitted by express mail services (e.g., Federal Expres s, United Parcel Service, DHL, etc.) shall be submitted to: Department of the Army, Defense Contracting Command-Washington, Attn: Mr. John B. Deas, Rm. 1C256, 5200 Army Pentagon, Washington, D.C. 20310-5200. HAND-CARRIED: Capability packages that are han d carried shall be delivered to DCC-Ws Receptionist, Rm. 1C243, The Pentagon, Washington, D.C. 20310-5200. Please advise Mr. John B. Deas no later than 24 hours prior to delivery by both telephone (703) 695-5500 and e-mail (this is to assure that arrangem ents can be made to accept promptly by appropriate personnel). U.S. POSTAL SERVICE CHANNELS (LEAST PREFERRED METHOD): Capability packages submitted by U.S. Postal Service Channels shall be submitted to: Department of the Army, Defense Contracting Command -Washington, Attn: Mr. John B. Deas, Rm. 1C256, 5200 Army Pentagon, Washington, D.C. 20310-5200. Because of tightened security measures, this method is strongly discouraged. Packages arriving through U.S. Postal Service are screened and may be opened prior to their receipt at DCC-W. These actions and other uncertain delays are very probable and are entirely outside the control of DCC-W. Any package received in DC C-W through postal channels after the due date will be returned in the same condition it was received. This notice will be posted for 15 days.
