- Subject The BLM Oregon State Office is requesting the submission of professional qualifications for the acquisition of land surveying services in that part of the State of Washington lying east of the crest of the Cascade Mountains. Firms are requested to submit SF-330 forms. Forms compiled under this solicitation will be used as the basis for selection of individual projects and kept on file in this office. Firms are encouraged to update their information on a yearly basis. Contract Information Individual projects awarded as a result of this process will not exceed $100,000. Services Professional Land Survey services are required to execute land surveys for the Bureau of Land Management in that part of the state of Washington lying east of the crest of the Cascade Mountains. Surveys under this contract will be conducted under the BLM's federal survey authority for the identification of boundaries of federal or trust lands and other administrative purposes. Surveys will be authorized and approved by the Bureau of Land Management's Chief Cadastral Surveyor of Oregon or Washington. Surveys conducted under this action will be performed by persons registered as Professional Land Surveyors in the state where the project is located however, no survey plats or records of survey will be recorded under that state authority. The Government reserves the right to make all determinations of corner evidence acceptability, corner status, and any related boundary location decisions under this contract. Professional Land Surveying services in this contract may include: (1) the retracements, surveys, dependent resurveys, and subdivision of sections within the public land survey system and/or metes and bounds surveys (2) the search and evaluation of records, (3) the search and evaluation of collateral and physical evidence, (4) field data collection & measurements, (5) documentation of corner establishment or reestablishment, (6) preparation of reports, field notes, sketches and CAD drawings. Selection Criteria Selection of A/E firms is based on the professional and technical qualifications necessary to provide the required services. Responses must comply with the requirements of this announcement. Selection for work under this request will be accomplished as follows: (1) PROFESSIONAL QUALIFICATIONS. Firms that demonstrate qualifications of their assigned professional personnel as appropriate to the nature and size of the projects solicited will be given greater consideration. Provide the name, state of registration(s) number(s) and the proposed percentage of time the Registered Lands Surveyor(s) assigned to the project(s) will spend on each phase of the survey services listed above. Quality Assurance: Submit a description of quality control processes used by the firm and the management approach firm would use if the successful offeror. (2) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE IN PROVIDING LAND SURVEY SERVICES WITHIN THE PUBLIC LAND SURVEY SYSTEM. Firms shall demonstrate their specialized experience and technical competence in completing Public Land Survey System surveying projects in rural or rural/urban interface areas. Resumes of key personnel shall include any Public Land Survey System surveying experience for the last 5 years. Include the number and location of standard, fractional, and elongated sections subdivided, miles of section boundaries dependently resurveyed, and numbers of government corners monumented or remonumented. Resumes of key personnel shall include a listing of the course name, source, and dates of any continuing education related to the Public Land Survey System. Firms shall attach at least three filed survey plats as example projects which illustrate Public Land Survey System surveys and/or section subdivisions performed in the last two years by key personnel. Firms should include specific information on technical competence and hardware/software capabilities necessary to provide: Global Positioning System surveys, least squares network adjustments of both GPS and conventional survey data, and providing Autodesk AutoCAD drafting. (3) CAPACITY of firm to accomplish the work in the required time. (4) PAST PERFORMANCE on similar work performed for other federal, state and/or local government agencies, and private agencies with respect to control of costs, quality of work, and ability to meet schedules. (5) LOCATION IN THE GENERAL GEOGRAPHICAL AREA of the project(s) and knowledge of the locality of the project(s) (provided that the application of this criteria leaves an appropriate number of qualified firms), given the nature and size of the projects. Firms demonstrating knowledge of and experience working in the geographic area will be given greater consideration.
