PLEASE READ THIS ENTIRE NOTICE CAREFULLY, AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations Subpart 12.6 and the provisions of Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. The following provisions and clauses apply to this acquisition and are incorporated by reference: 1) 52.212-1, Instructions to Offerors-Commercial; 2) 52.212-3, Offeror Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items, with an addendum; and 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Solicitation Number 1435-04-05-RP-42952 applies; the solicitation is issued as a request for proposals (RFP). The US Department of the Interior, through its Franchise Fund activity GovWorks, will manage this procurement action on behalf of The Department of Health and Human Services, Health Resources Services Administration. OBJECTIVE: The contractor shall devise an organ donor education initiative based upon the current best evidence and expert opinion to: enhance the ability of critical care personnel to better recognize potential organ donors and potential candidates for DCD, establish an evidence-based approach to request and consent for donation, better understand the physiology of brain death and provide a standardized approach to the declaration of brain death, and present an evidence-based approach to the composite medical management of the potential organ donor from brain death through procurement that provides clear management strategies to ensure donor somatic survival to procurement and optimal function of the maximal number of organs to be transplanted. The Government anticipates that there will be a mix of Firm Fixed Price and Time and Materials tasks and reserves the right to award without discussions. The independent Government cost estimate for this project is based on deliverables required to fulfill performance requirements. HOW TO RESPOND: In order to compete for this contract, interested parties must demonstrate that they are qualified to perform the work by providing (A) A TECHNICAL PROPOSAL in accordance with the proposal instructions in the SOW. (B) A COST PROPOSAL, which shall be a separate volume from the written portion of the Technical Proposal. The Cost Proposal shall clearly indicate the deliverables for this effort. (C) Indicate if your firm's Representations and Certifications are available on-line in ORCA per FAR Subpart 52.212-3(j), or if not submit the completed OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS per FAR subpart 52.212-3. (D) Verification that the Offeror is currently registered in the Department of Defense Central Contractor Registration (CCR). GovWorks shall make no award to unregistered contractors. For details, see www.ccr.gov. EVALUATION. Please see the SOW document for the evaluation criteria and proposal preparation instructions. CONTRACT AWARD. Contract award(s) shall be made to the responsible Offeror whose offer, in conforming to this RFP, provides an overall best value to the Government, technical evaluation factors and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical evaluation factors are more important than cost; however, between proposals that are evaluated as technically equal in quality, cost will become a major consideration in selecting the successful Offeror.
