Description
This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Two-Step Design/Build selection procedures. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offerors the best value to the government. This procurement will result in the award of a firm fixed-price design/build contract with a base line item and two option line items. Step I of the procurement process is a narrowing step of offerors based on offeror responsiveness and responsibility and technical factors that include: Past Performance, Technical Qualifications, Management Approach, and Past Small Business Subcontracting Effort. Only those proposers selected in Step I will be allowed to proceed into Step II. Step II offerors will be required to submit technical and price proposals. The Step II technical proposal will require preparation of a Technical Solution and Small Business Subcontracting Effort in Performance of This Project. Price proposals will include a Base Line Item cost and two Option Line Item costs. Evaluation will be based on maximizing the client?s prioritized scope and sustainable features within the restricted availability schedule and within the funding limitations for award of the base and option line items. This project is for the Design and Repairs to Hangar 1000 at Naval Air Station Jacksonville, Florida. Hangar 1000 is a 422,055 square foot (40,690 square meter), hexagon shaped (6 wedge shaped segments) squadron maintenance and operations hangar at NAS Jacksonville, Florida. The facility was built in 1968-1974 and, after 31-37 years of service, is in need of revitalization. Factors such as new fire safety regulations, female to male ratios, emerging technology, accumulation of hazardous materials and general wear and deterioration have inflicted a degree of obsolescence on Hangar 1000. The intent of this project is to repair or replace major building systems, install additional utility capacity, abate hazardous materials, install fire protection systems, repair hangar doors, paint exterior, construct new interior spaces, remodel restroom facilities, upgrade interior doors and hardware, replace clerestory windows, upgrade existing and provide new casework, and renew architectural finishes in the hangars, shops and offices. The anticipated award date for Base Line Item 0001 is 15-30 September 2005 with a completion date of 550 calendar days from date of award and a funding limitation of $11,000,000.00 to $12,000,000.00. The anticipated award date for Option Line Item 0002 is 15 October 2006 ? 31 December 2006 with a completion date of 500 calendar days from date of award of the option and a funding limitation of $12,916,000.00 to $13,916,000.00. The anticipated award date for Option Line Item 0003 is 15 October 2007 ? 31 December 2007 with a completion date of 550 calendar days from date of award of the option and a funding limitation of $12,536,000.00 to $13,536,000.00. The anticipated total design/construction cost for this project is $36,452,000.00 to $39,452,000.00. Offerors must submit a fixed price cost for the Base Line Item and each Option Line Items in Step II. The complete design for the Base Line Item and both Option Line Items must be completed in the Base Line Item Period. All work must be phased within the line items to ensure a complete and useable product/facility at the end of each line item. The base and option line items should be priced in FY2005 dollar basis, allowing only for inflation through the contract period of each option. A baseline index is established at contract award based on the most recent publication of the Jacksonville area index of the R.S. Means Construction Cost Index (CCI). Immediately prior to the exercise of an option, the latest quarterly update to the Jacksonville area index will be utilized to measure the change from the baseline to that point in time. The index percentage change will be applied to the price submitted for that option thus creating the adjusted option price. Upon exercising an option, the Contracting Officer will modify the contract to incorporate the most current Davis-Bacon wage determination/modification. There will be no cost adjustment to the contract other than the adjustment indicated above, R.S. Means Construction Cost Index. The liquidated damages for the Base Line Item 0001 are $5,950 per calendar day of delay. The liquidated damages for the Option Line Item 0002 are $7,050 per calendar day of delay. The liquidated damages for the Option Line Item 0003 is $7,000 per calendar day of delay. The NAICS for this procurement is 236210 with a size standard of $28,500,000. The Step I Solicitation will be available on or about 26 May 2005. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. Please be sure to register for the solicitation on ESOL to receive notice of possible future amendments. No Pre-Proposal Conference/Site Visit will be held during the Step I process. Step I Proposals will be due on or about 23 June 2005. The solicitation package will give exact dates.
