Description
This is a combined synopsis/solicitation for commercial items, per FAR 13.5 utilizing the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes solicitation N63394-05-T-0104. A written solicitation will not be issued. N63394-05-T-0104 is issued as a Request for Quote on a sole source basis to Lockheed Martin Services, Inc., 2339 Route 70 West, Floor 3W, Cheery Hill, NJ. The North American Industry Classification System (NAICS) is 541330 and the size standard is $23 Million. The contract type is Firm-Fixed-Price. The following items and quantities are required: CLIN 0001 Description Quantity Unit of Issue Engineering and Technical services 1 Lot For Design Agent Engineering, Field Engineering, Test & Evaluation, Interoperability, Integration services for the Aegis Combat Systems In accordance with the Statement of Work (SOW). STATEMENT OF WORK Aegis Design Agent, T&E, and OEM FE Services Lockheed Martin 1. Acronyms ACS AEGIS Combat System AWS AEGIS Weapon System BMD Ballistic Missile Defense CASREPs Casualty Reports COR Contracting Officer Representative CNO Chief Of Naval Operations CSSQT Combat System Ship Qualification Trials ECP Engineering Change Proposal FE Field Engineering ISEA In Service Engineering Agent MCA Material Condition Assessment MTO Mobile Test Organization NSWCPHD Naval Surface Warfare Center Port Hueneme Division OEM Original Equipment Manufacturer SAT Ship Assist Team SME Subject Matter Expert T&E Test and Evaluation TOA Test Operations Assistant TPRs Test Problem Reports 2.0 Background: The Naval Surface Warfare Center, Port Hueneme Division (NSWCPHD) as the ISEA has the mission responsibility for providing weapon systems engineering design, test and evaluation, interoperability, and integration services to include the Aegis Combat System. The effort is a NSWCPHD, procurement in support of the in-service requirements for test and evaluation, engineering investigations, interoperability, and design studies to resolve Fleet problems and improve reliability; development of equipment and program changes to resolve Fleet problems and improve reliability; prototype testing and proof-in of equipment changes; and integration of equipment and program upgrades. Lockheed Martin Corporation, as the sole manufacturer of the Aegis Combat System and AN/UYQ-70 weapon system components for the Navy, maintains plant production capability as well as unique tooling, jigs, fixtures, test stands, and special test equipment needed to design, produce, integrate and test equipment changes. Lockheed Martin maintains their production capability, drawing packages and system expertise to correct problems and improve system effectiveness. 3.0 Scope: 3.1 The contractor shall provide on-site engineering and technical support services for performance testing during CSSQTs, BMD, and other T&E events, identify, troubleshoot, and resolve ACS and AWS equipment and interface issues, and provide test engineering, and OEM field engineering installation and checkout services in support of ordnance alteration and ship alteration upgrades for Aegis and AN/UYQ-70 configured Ships. 4.0 Requirements: 4.1 The contractor shall provide on-site engineering, technical, and tactical data processing support services in support of test, evaluation, and analysis of ACS and AWS test events. The contractor shall provide qualified Aegis engineering support services for an estimated four (4) CSSQTs - locations and number of events are estimates and may change. 4.2 The contractor shall provide on-site engineering, technical, and ACS computer program support services in support of test, evaluation, and analysis of BMD and associated interoperability test events. The contractor shall provide qualified Aegis engineering support services for an estimated four (4) BMD test events ? locations and number of events are estimates and may change. 4.3 The contractor shall provide engineering, technical, and computer program expertise in troubleshooting, repair, and test of ACS and AWS equipment, system interfaces, and material management of OEM equipment and integrated computer programs for Aegis and AN/UYQ-70 configured Ships. 4.3.1 Provide on-site engineering to identify, troubleshoot, and resolve ACS, AWS and UYQ-70 equipment, computer program, and interface issues. 4.4 The contractor shall provide technical services in support of NSWCPHD in required Aegis crew training for ACS and AWS system operation, casualty recovery, peripheral interfaces and warfare scenarios. 4.5 The contractor shall provide on-site engineering to identify, troubleshoot, and resolve ACS and AWS equipment and interface issues and make recommendations for replacement parts, material requirements, and documentation updates to improve system performance or reliability. Provide engineering and technical support in response to CASREPS aboard Aegis Ships and ACS and provide a report following any long distance travel. 4.6 Provide test engineering, material management and OEM field engineering installation and checkout services in support of ordnance alteration, ship alteration and modernization upgrades for the Aegis Class and AN/UYQ-70 configured Ships. Provide logistic test engineering and OEM field engineering installation and checkout services in support of ordnance upgrades for Aegis Ships. Contractor shall support installation and checkout of the following ORDALTs and SHIPALTs and provide test engineers to identify and resolve system integration or interface problems. On-site system and design engineers, coordinating with the COR, shall: (1) Provide system engineering design services to meet the requirements of the designated NSWC PHD branches in responding to Fleet reported issues. (2) Collect and analyze system performance data. (3) Access, review, correct and transfer engineering technical data. (4) Develop Baseline upgrade technical information. (5) Design Combat System Ship Qualification Test Scenarios. (6) Provide post analysis and evaluation using computer programs and data reduction analysis, combat system ship qualification trials and test planning and engineer corrections where needed. (7) Resolve Aegis combat system, WCS, and C&D interface problems. (8) Resolve AN/SPY antenna and Signal Processor problems (9) Resolve AEGIS Computer Display problems. (10) Resolve system conflict problems using team effort approach. 4.10 The contractor shall provide a quick-response, on-call engineering SAT capable of rapid deployment to resolve complex ACS problems aboard Aegis ships anywhere in the world. The team shall consist of ACS engineers; AWS design engineering, computer programmers and certified Aegis technicians. Certified Aegis technicians shall also perform Core AWS material condition assessments (MCAs) and correct as necessary to meet ship schedules. Technical assistance teams shall provide engineering expertise to resolve ACS equipment and system problems, and provide on-site support aboard Aegis ships and at Aegis land-based sites. 4.11 Provide development, implementation, logistics and installation services associated with Engineering Change Proposals pertaining to ACS equipments. Review and perform technical evaluation of Engineering Change Proposals to the ACS for system impact. Review for impact of operational ACS and provide feedback to effect baseline changes for new construction equipment, computer program, and interfaces. 4.12 Assess ACS performance and tactical effectiveness of current and future baseline configuration through research, data reduction and analysis. Provide recommendations for correction and improvements. 4.13 The contractor shall provide ACS and AWS engineering and design engineering services in support of installation and testing of hardware and computer program alterations aboard Aegis ships. The contractor shall support hardware modifications, computer program revisions, system integration, and make recommendations for corrections and improvements. 4.14 The contractor shall provide engineering, technical data processing, logistic, programmatic, and material management support in ECP development, review, and field installation and checkout in Aegis Class Ships. Provide design agent and OEM technical ?reach-back? capability that allows PHD to manage the ECP process with the engineering and logistic support capability needed to provide liaison and technical support at designated sites. 4.14.1 Develop, review, and perform technical evaluation of ECPs to the ACS for system and operational impact to the in-service commissioned Aegis ships and Aegis shore sites and provide feedback to effect baseline changes for new construction equipment, computer programs, and interfaces. The contractor shall provide on-site installation, integration, and checkout services in support of ordnance upgrades for the Aegis Class Ships. 4.15 The contractor shall provide 5.0. Special Considerations: 5.1 All contractor employees shall currently have and maintain a CONFIDENTIAL security clearance while working this task order. All contractor employees working on any ACS, AWS, and BMD tasking. shall currently have and maintain a SECRET security clearance while working on this task order. 6.0. Period of Performance: 6.1 ARO through (6 month period) 7.0 Place of Performance: 7.1 Contractor?s facility 7.2 Estimated long distance travel 7.2.1 Emergent long distance travel will be coordinated with the contract COR. 8.0 Deliverables: 8.1 Contractor shall provide a list of employees with security clearance data detailed enough to complete a Visit Authorization Request Form for each employee working the contract. Due 5 days ARO and updated within 2 days of an employee leaving or a new employee getting a clearance to perform the work. 8.2 Contractor shall provide a monthly contract top-level status report listing accomplishments, and expenditures (labor hours, travel, and material). Report shall include all issues and recommendations included in deliverables 8.3 through 8.8. Due: 20th of each month. 8.3 Contractor shall provide a trip report listing reason for visit, persons contacted, trip resolution, recommendation and open issues. Due 10 days after return. 8.4 Contractor shall provide a detailed end of execution CSSQT trip report per ship. Report should summarize planning stages through execution, what percent of tests were accomplished, and what action was taken to resolve issues. Identify open items left with the ship. Provide a detailed breakout of expenditures (labor hours and material) for the tasking in paragraph 4.1. Due 10 days after end of CSSQT. 8.5 Contractor shall provide a detailed end of execution BMD trip report per test event. Report should summarize planning stages through execution, what percent of tests were accomplished, and what action was taken to resolve issues. Make recommendations if warranted. Provide a detailed breakout of expenditures (labor hours and material) for the tasking in paragraph 4.2. Due 10 days after end test event. 8.6 Contractor shall provide a detailed trip report with a listing replacement parts, and documentation updates to improve system performance or reliability for tasking in paragraph 4.5. Due 10 days after trip completion. 8.7 Contractor shall provide an end of availability report per ship that detailing accomplishments and expenditures (labor hours and material) for the tasking in paragraph 4.6. Due 10 days after end of availability. 8.8 Contractor shall provide baseline effectiveness report of current and future configurations and make recommendation for improvements and corrections as required in paragraph 4.12. Due 10 of each month. 9.
