Description

The Naval Cost Analysis Division, FMB-6, is responsible for managing OSCAM, the Navy?s cost model featuring historical Navy and Marine Corps weapon system operating and support costs from the Naval Visibility and Management of Operating and Support Costs (VAMOSC) database. The Naval Cost Analysis Division (NCAD) is part of the Office of Budget within the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller). Development of the ship model began in 1996, since then OSCAM has grown into a suite of models covering aircraft, ships, and ship systems. Contractor support is critical to the success of the enhancement, maintenance, and training of the OSCAM suite. This acquisition will obtain continued OSCAM contractor support. Specifically, this effort will provide enhancements to OSCAM functionality, upgrades to comply with the requirements of its Internet environment, and continued training for prospective OSCAM users. The existing requirement is being satisfied under GSA contract number GS-10F-0066N with HVR Consulting Services, Limited. The base period of performance will be 24 Jul 05 through 23 Jul 06 plus four one year options. This acquisition will be obtained through performance-based services that will support the NCAD mission on a sole source basis with HVR Consulting Services, Ltd. Pricing will be on a fixed price basis.
