- Modification issued to correct content of orginal Synopsis. Please replace total content of original synopsis with the following. This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This is also a notice of intent that the Government intends to negotiate a sole-source order to Quality Education Data of Jefferson City, MO under the authority of FAR 6.302-1(a)(2)(iii). This announcement constitutes the only solicitation. The North American Industry Classification System (NAICS) for the requirement is 541910 and the size standard is $6.0 million. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. STATEMENT OF WORK (SOW) School Enrollment Data OBJECTIVE To provide Defense Manpower Data Center (DMDC) enrollment data that is essential for accurate market analysis of the relevant recruitable population markets for Recruit Market Information Systems (RMIS) Web site at DMDC, Navy to develop the last ?High School Attended File? for access initially by the Navy Recruiter and ultimately by all Services and for Army and DHRA to use for segmentation analysis. Existing forecasting models developed by DMDC require accurate population estimates for both historical and future years for various demographic groups. The enrollment population data will augment general population statistics in the Recruit Market Information System (RMIS) and provide additional information for recruiters and Service liaisons at Military Entrance Processing Command (MEPCOM). BACKGROUND DMDC has been receiving Quality Education Data (QED) with its principal place of business at 1625 Broadway, Ste 250 Denver, Colorado 80202 since 1997 to assist the Services Recruiting market research and forecast modeling that requires accurate enrollment data. The results of these forecasts are used by DMDC and the Services to set region and district goals, and are critical for effective operation and planning. Recruiters require customized population data for schools, location, grades and racial-ethnic groups since the recruitable market is unique. Enrollment estimates fuel several critical modeling applications: Standard Territory Evaluation and Analysis for Management, enlisted goaling model, enlisted market analysis, diversity trend analysis, enrollment trend analysis and budget analysis. The Government?s current need outlined in this Statement of Work is significantly different than the Government?s previous need for this data. In addition to the data the Government has a need for site and online (web) licenses to house the data on a network so various recruiting offices for each site may access and use the data. SCOPE FOR DATA: School data to include all data elements except selector and URL and E-mail Addresses in a Government required/approved file format. Enrollment data on CD-ROM, documentation, and file format for individual states, county, and ZIP Codes for five years, beginning the May 2005 ? May 2010 school years, bygender, race/ethnicity and grade covering the following institutions: 1. State Departments of Education and State Operated Schools 2. Public Schools with a 12th grade 3. Nonpublic Schools, Catholic and Private with a 12th grade 4. Bureau of Indian Affairs 5. Department of Defense Schools 6. 2 year Colleges & 4 year colleges DELIVERABLES The contractor shall provide four (4), CD-ROMS of the data outlined above in a format specific to the Government?s requirements. Updates will be provided on a quarterly basis throughout the period of performance of the contract. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial product, provided such warranty is available at no additional cost to the Government. The offeror shall also provide its Commercial and Government Entity (CAGE) code, Contractor Established code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be eligible for award. The United States Marine Corps utilizes WAWF-RA as its ONLY authorized method to electronically process vendor requests for payment. You MUST utilize this system, which will provide you with immediate status of your invoice and subsequent payment. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The RFP number is assigned for administration purposes only and no solicitation document exists.
