- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number TIRNO-05-Q-00062. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the internet at http://www.arnet.gov/far. Any and all interested parties may respond to this solicitation. The associated NAICS code is 511120. This requirement consists of 1 line item, electronic wall street journal subscription services and two optional line items. Access will be available for up to 90,000 users. Based on measurement of past usage, actual usage averages 4500 or less unique visitors per month. To allow universal access, the Government request a generic IRS password rather than individual passwords for each user. All interested vendors are required to provide pricing for the following options: (1) Electronic WSJ subscription service, current without archives and (2) Electronic WSJ subscription service, both current and archives. Offerors must describe in detail the content of their ?current? and ?archive? services. The Government may award line item 1 or one of the optional line items if funding is available. Evaluation Factors for Award: Award will be made to the offeror whose quote represents the best value to the Government in terms of lowest cost. The term of the order is from May 31, 2005 or date of award through May 30, 2006 for a period of one year with four 12 month option periods. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. The provision at 52.212-2, Evaluation Commercial Items applies to this solicitation. The following text is added to paragraph (a) of FAR 52.212-2 (Low Price Technically Acceptable). This acquisition will be conducted using the Test Program for Certain Commercial Items under FAR 13.5. A competitive award will be made to the responsible firm with the lowest priced technically acceptable price. Each quote at a minimum must meet the technical specifications to be technically acceptable. Technical acceptability is pass-fail. In order to be considered technically acceptable, firms must provide information evidencing that they understand the requirement and have sufficient experience and knowledge to perform the service in a timely manner. The provision at 52.212-3 Alt. 1, Offeror Representations and Certifications Commercial Items applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation. A copy of the provision may be obtained from http://www.arnet.gov/far. Central Contractor Registration (CCR) is required. To be awarded this contract, the offeror must be registered in the CCR. The CCR information may be found at http://www.ccr.gov.
