Description

The Internal Service is interested in acquiring a commercial, off-the-shelf open architecture financial data sharing/searching system or systems based on the SEC?s EDGAR system. The system(s) will be used by Researchers, Economists, International, and Revenue Agents within the Large and Mid-Size Business (LMSB) IRS Business Unit and other organizations during the period from the date of award through twelve months thereafter, plus four one-yaer options. The NAICS Code is 514199; the small business size standard is $6,000,000. This is a firm fixed price contract. Multiple contract awards are possible under this acquisition. Offers should include pricing for either or both line items, the CD/DVD product and the web-based product. Proposal evaluation will be on technical factors (compliance with specifications, past performance, ability to deliver bulk data to the IRS in an SQL database, automate the loading of the database, and automate periodic updates to the database delivery of the automated system beginning no later than 45 days after contract award), training proposals, on site product support, ability to deliver non-SEC data on mid-sized companies, and price. Non-price factors are approximately equal in importance, and the sum of those factors is approximately equal to price in importance. Offerors shall include as part of their proposals technical points of contact (name, title, telephone number) and project descriptions for at least three projects performed during the last three years which were similar to this one in scope. The products to be provided hereunder shall be in compliance with Section 508 of the Rehabilitation Act of 1973. The solicitation will be available at www.irs.gov/opportunities/procurement on or about May 23, 2005. No telephonic requests will be honored.
