Description
This announcement serves to inform prospective proposers on the above-referenced project about amendments to the subject Request for Proposals (RFP). Amendment No. 2: The deadline for the submissions of proposals has been extended from May 18, 2005 to May 25, 2005. Proposals should be submitted in English directly to the Grantee by 12:00 P.M. Local Time, May 25, 2005. Amendment No. 3: The following supplemental background information, clarification of the Grantee?s response to the RFP, is provided for further clarification of Amendment No. 1 posted on FedBizOpps on May 3, 2005. Clarification of A1 ? Topographical and other survey work is not included in the Terms of Reference for the Feasibility Study. For routing approximation, the selected Consultant should use the existing general maps, and not go into the detailed high scale ones. It is the Owner/EPC Contractor?s responsibility to develop the detailed maps, right of way, etc. Task 4 of the Terms of Reference does not address this subject. Clarification of A2 - It should be noted that the detailed FEASIBILITY design should be prepared by the selected Contractor. Normally, the Consultant prepares the PERFORMANCE oriented specification (major equipment desired spec range, one-line diagrams, etc.) and the EPC Contractor proposes the detailed specific design and corresponding quote. Clarification of A3 ? No further clarification is required. Clarification of A4 ? No further clarification is required. Clarification of A5 ? No further clarification is required. Clarification of A6 ? No further clarification is required. Clarification of A7 ? The Contractor selected to perform this USTDA funded Feasibility Study must be either a U.S. firm or a U.S. individual. Prime contractors may utilize U.S. subcontractors without limitation, but the use of host country subcontractors is limited to 20% of the USTDA Grant Agreement amount. Clarification of A8 ? The transient studies required for this Feasibility Study were included in the Terms of Reference under Tasks 4 & 6 "Preparation of Preliminary and Detailed Designs and Estimates." The selected Consultant shall conduct transient studies on the electromagnetic field, radio interference, insulation creepage path (mm / kV), frequency scanning and the total insulator strings length. The selected Consultant shall conduct these studies and designs in collaboration with NEPCO in order to prepare the tender documents for the EPC Contract. Clarification of A9 ? No further clarification is required. Clarification of A10 ? No further clarification is required.
