- THE PURPOSE OF THIS MODIFICATION IS TO CHANGE THE RFP RELEASE DATE to 25 MAY 2005. Solicitation Number: HC1013-04-R-5020 (Please Note: The RFI was posted under RFP No. DCA200-03-R-5020). The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization ? DITCO Scott will issue a Request for Proposal (RFP) for the acquisition of Sub-Digital Signal (DS)0, 3Khz Voice Grade, DS0 through Optical Carrier (OC)-N transport services from any TELCO DEMARC point to any TELCO DEMARC point service within the contiguous United States (CONUS). For Department of Defense (DoD) requirements, most, but not all, TELCO DEMARC points will be on or in DoD installations and/or facilities. For DoD and non-DoD requirements, TELCO DEMARC points will be a broad variety of installations and facilities. DISA may order service on regular, temporary, expedited, Telecommunications Service Priority (TSP), and National Security/Emergency Preparedness (NS/EP) basis. Services may be long term (through the duration of the contract), or temporary (i.e., 90 days or less). The contractor shall furnish all personnel, equipment, material, supplies, and facilities necessary to perform all functions required to engineer, provision, install, test, maintain, manage, secure and administer services ordered under the contract. The contractor shall utilize its Network Operations Center to monitor and manage its transmission facilities 24x7 to ensure that required services are delivered in accordance with contract requirements. The contractor shall provide personnel security in accordance with DoD Directives 5200.2, 5200.1-R, and 5200.1R. Certain personnel shall have a DoD Secret clearance through a background investigation. The Government anticipates awarding multiple contracts (one contract per each of the four regions in CONUS). The awards will be made on a firm fixed price Indefinite Delivery/Indefinite Quantity (ID/IQ) basis and will include a base period of three years and seven, one-year option periods. The RFP will be posted on or about 11 May 2005 on the World Wide Web at http://www.ditco.disa.mil under Contracting Opportunities on the DITCO Home Page.
