Description
DESC: THIS SOLICITATION IS BEING ADVERTISED ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. The SIC Code for this Solicitation is 237310: The Size Standard is $28,500,000. Highway,Street and Bridge Construction, Marine Corps Recruit Depot, Parris Island, South Carolina. The work at Bridge 300 includes removing and replacing drainage system (concrete) located at the southwest corner of the bridge and repair of asphalt concrete roadway pavement; installation of SCDOT approved guardrails on both ends of the bridge and along existing bridge rails; rehabilitating bridge expansion joints; repairing spalled areas of concrete and incidental related work. The work at Bridge 896 includes repairing corroded HP piles (steel); removing and replacing angle iron bracing; raising pile jackets to new elevation with concrete encasement; repairing pile jackets at the mudline (concrete); repairing spalled and delaminated concrete areas on concrete members; cleaning and recoating all steel members and steel pipes; removing and replacing access pier (removal of timber, replacement with steel) and guard shack; extending existing concrete mats on abutment slopes to waterline; providing temporary guard shack with all utility connections; relocating pier lights and providing new navigational lights; power and telephone connections; and incidental related work. The Government will award a contract resulting from this solicitation to the responsible offeror proposer whose total evaluated price and technical proposal provides the LOW PRICE TECHNICALLY ACCEPTABLE to the Government, price and technical factors considered of equal importance. The Technical Factors to be addressed are: (1) Past Performance, and (2) Technical Qualifications. TECHNICAL QUALIFICATIONS INCLUDES STATE DEPARMENT OF TRANSPORTATION (DOT) CERTIFICATIONS. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE Terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. The Government intends to issue the entire solicitation on or about 26 MAY 2005. The entire solicitation, including plans and specifications, is available for viewing and downloading at www.esol.navfac.navy.mil. ALL PROSPECTIVE BIDDERS MUST REGISTER IN THE CCR DATA BASE AT www.ccr.gov. LACK OF REGISTRATION IN THE CCR DATA BASE WILL MAKE A BIDDER INELIGIBLE FOR AWARD. The official plan holder's list will be maintained and can be printed from the web from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR’S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
