- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This requirement is 100% set-aside for HUBZone small businesses. The NAICS code for this procurement is 541611 with a corresponding qualifying size standard of $6 million. This announcement constitutes the only solicitation (applicable additional documents will be posted separately). Proposals are being requested and a formal written solicitation will not be issued. Solicitation number HC1047-05-R-4020 is issued as a Request For Proposals. Federal Acquisition Regulations current through FAC 2001-26 and Defense Federal Acquisition Regulation Supplement current through DCN 20050222 apply to this requirement. The Defense Information Systems Agency, Global Command and Control System - Joint, Program Management Office, has a requirement for Program Control Management Support Services. The proposed contractor will provide comprehensive business management assistance to include assessments of potential functional and technical requirements to include cost and schedule estimates, risk assessments, business-case studies, life cycle cost estimates covering program phases/blocks as well as complete program life, certifications and justifications as required by the Clinger-Cohen Act, including analysis of alternatives, business process reengineering studies, economic analyses, and cost/benefit analyses. Direct, recent ACAT 1AM program office support experience is essential to providing these services. The performance-based work statement, including all deliverables; the Quality Assurance Surveillance Plan; and applicable clauses and provisions are attached separately. The tasks the contractor will perform are specified at length in the separately attached performance-based work statement and include: (1) Contract-Level and Task Order Management; (2) Budget and Acquisition Support; (3) Business Management System; (4) Earned Value Management Approach (EVMA); (5) Major Acquisition Program Reporting/Analysis/Estimating; (6) Budget Execution Management; and (7) Mission Area Liaison Support. The period of performance is one (1) year from date of award. Should contractor travel outside the National Capital Region be required, costs shall be in accordance with Federal Travel Regulations. All proposals are due Wednesday, April 13, 2005 by 2 PM (Eastern Standard Time) to the Contracting Office address listed above. The proposal shall be no more than forty (40) pages in length and shall include the following: 1) resumes that reflect appropriate types and levels of experience, contractor's distribution of skills covers the task area requirements, and contractor's personnel demonstrate recent experience in proposed skill areas (40% - Business Management/Key Personnel); 2) demonstrated experience supporting an ACAT 1AM program, technical approach based on the contractor's understanding of the performance-based work statement, and proposed contractor skill set that meets the technical requirements of the performance-based work statement (30% - Technical Approach); 3) information on relevant experience in a similar field with a commensurate level of effort including identification of general performance trends in this type of work (30% - past performance); and 4) price information. The evaluation criteria in descending order of importance are: (1) Business Management/Key Personnel); (2) Technical Approach; (3) Past Performance; and (4) Price. Price information shall be separate from all other information required and shall not be interspersed in the business management/technical approach/past performance information. Failure to adhere to this requirement to provide pricing information separately may result in a proposal not being considered for award. A space waiver is in process to provide approval for up to six (6) contractor employees to sit in DISA spaces located at Skyline 7 in Falls Church, VA. The Government estimate includes the following labor categories and hours for this requirement: Program/Project Manager (120 hours); Program Analyst (Mid-Level) (9,480 hours); Program Analyst (Junior Level) (3,840 hours); Database Developer (Junior Level) (1,920 hours); and Administrative Assistant (Mid-Level) (1,100 hours). This will be a firm fixed price contract. Award will be made using simplified acquisition procedures. The Federal Acquisition web site is http://www.arnet.gov/far.
