- The Carderock Division Naval Surface Warfare Center intends to negotiate a sole source procurement with Georgia Tech Aerospace Systems Design Laboratory. The contractor shall provide engineering services for Alternative Propulsion Systems Design Space Exploration. This study is to assess a range of propulsion plant configurations in ship variants representing three mission levels with the objective of defense of Sea Basing operations. The results of this study must be available by 30 June 2005. ASDL has developed a set of multi-disciplinary design optimization and systems engineering processes. The required depth of this study and the short time allowed requires the technical expertise resident at the ASDL in order to insure accurate and consistent application of the ASDL developed processes. Only one responsible source and no other supplies or services will satisfy the agency requirements under the authority of FAR 6.302.1. (See numbered note: 22) All responsib! le sources may submit a bid, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
