- The Naval Surface Warfare Center, Panama City (NSWC PC) intends to award a sole source simplified acquisition (purchase order) to KVH Industries, Inc. for the procurement of nine (9) MV103DG magnetic compass systems with minor modifications for use on the Landing Craft, Air Cushion (LCAC). The compass systems are required for use in the LCAC Service Life Extension Program (SLEP). The following parts are being purchased: MV103DG Magnetic Compass System modified as follows: - Data Key Plug 02-0782 - Processor Assembly 02-0400-02 - Junction Box Assembly 02-402-02 - Display Assembly 02-0401-02R5 - Cable Assembly Sensor LO HAL 25 foot 32-0313-25 - Cable Assembly Power LO HAL 25 foot 32-0309-25 - Cable Assembly Sensor LO HAL 75 foot 32-0313-75 This acquisition is unsuitable for full and open competition for the following reasons. Only KVH Industries can provide the magnetic compass systems because they are the only company that provides systems that are 100% compatible with existing LCAC equipment. It is imperative that form, fit, and function is maintained, for safe and reliable operation of the LCAC. The compasses required can only be purchased from KVH Industries and the Government does not own the Technical Data Package or Rights In Data to procure the items from another vendor. Delivery will be the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 334511 applies. SBA Size Standard is 500 employees. FSC is 6605.
