- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) for: HIGH TEMPERATURE TITANIUM-WATER HEAT PIPES. The objective of this effort is to produce lightweight, high-thermal-performance heat pipes for nominal operation at 500K. Their potential application is as heat spreaders within large space radiator panels radiating to a 200 K thermal sink. The contractor will supply a minimum of two heat pipes for NASA to test. NASA may, at its discretion, purchase as many as four additional heat pipes. Anticipated NASA tests include comprehensive mapping of heat pipe performance at nominal and off-nominal operating conditions over temperatures ranging from 310-530K. Ten or more freeze thaw tests will be conducted, which the heat pipe is expected to tolerate with no degradation in performance. The proposals shall clearly describe in detail the proposer?s approach in the following areas: 1. Heat pipe wick designs and materials to be used. 2. Estimated heat pipe performance over a range of 310-530 K including estimate of any liquid blockage. 3. Description of analytical tools and methods used to predict performance estimates, including evidence of correlation of the analytical tools against actual test data for heat pipes of similar size and power. 4. Heritage and technical readiness of the proposed proposed design as demonstrated by prior relevant work. 5. This procurement is for straight heat pipes, however, the proposer will discuss in their proposal the feasibility of including an obtuse angle of 95 degrees between the evaporator and condenser. The contractor shall design and fabricate heat pipes to the following specifications: Nominal operating temperature: 500 K Off-Nominal operating temperature range: 310-530K at evaporator Heat pipe heat transfer rate, Maximize at 500 K Heat pipe outer diameter: 1.27 cm Wall thickness: 22 Gauge tube, minimum. Heat pipe evaporator length, 20-25 cm Heat pipe condenser length, 90 cm Heat pipe mass: Minimize Wick type and material: Contractors choice Heat Pipe Closure: Each heat pipe shall include a valve at the evaporator end suitable for the specified temperature range and purging or sampling of any non-condensable gasses generated during operation at NASA. Material of construction: Tubing - ASME SB-338 Titanium Gr. 2 Smls Bar stock - ASME SB-348 Titanium Gr.2 Plate Material - ASME SB-265 Titanium Gr. 2 Copies of the Certified Test Report shall be submitted for all materials used in construction Fabrication: Provide copies of Certified Test Reports for all welding materials. Weld procedures shall be submitted for each joint configuration. Testing: Each unit shall either pneumatically or hydrostatically tested. Pneumatic testing is to be performed with dry nitrogen at a pressure equal to the operating pressure x?s 1.1 x?s the ratio of the allowable stress at ambient / the allowable stress at operating temperature. Hydrostatic testing is to be performed with distilled water at a pressure equal to the operating pressure x?s 1.5 x?s the ratio of the allowable stress at ambient / the allowable stress at operating temperature. After completion of testing units are to be dried with a gaseous nitrogen purge. Shipping: All openings are to be capped and units are to be separated within crate to prevent damage by contact. Deliverables ? The contractor shall deliver the following to NASA. 1. Heat Pipe Design (After Receipt of Order(ARO) + 1 month) ? The contractor shall provide a design report to NASA describing the heat pipe design specifications and performance predictions including a detailed basis for the predictions. 2. Heat Pipes (ARO + 4 months) ? The contractor shall deliver to NASA-GRC two to six heat pipes with valves for testing by NASA. 3. Certified Test Reports 4. Results from any in-house performance/acceptance tests done prior to delivery. 5. Measured wick parameters: permeability, pore radius, thermal conductivity. The provisions and clauses in the RFP are those in effect through FAC 05-01. The NAICS Code and the Small Business size standard for this procurement are 541330 AND $4M respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA GRC, Building 21, Attn: Duane Beach is required within 120 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. NASA intends to award multiple contracts as a result of this solicitation. Offers for the items(s) described above are due by 3:00 PM, EDT to Gary Golinski at MS 500-306 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2005), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.216-18. FAR 52.212-5 (JAN 2005), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable.and the following identified clauses are incorporated by reference: 52.222-26 EQUAL OPPORTUNITY The following clauses regarding Indefinite Delivery are also allicable: 52.216-18 Ordering (Oct 1995) (a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from the date of contract through 120 days after date of contract. (b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control. (c) If mailed, a delivery order or task order is considered ?issued? when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule. (End of clause) 52.216-19 Order Limitations (Oct 1995) (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 2 ea. the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. (b) Maximum order. The Contractor is not obligated to honor? (1) Any order for a single item in excess of 4 ea. (2) Any order for a combination of items in excess of 4 ea.or (3) A series of orders from the same ordering office within 30 days days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this Provision. (c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section. (d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 30 days after issuance, with written notice stating the Contractor?s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
