- THIS IS A SOURCES SOUGHT NOTICE/Request for Information (RFI). In accordance with Federal Acquisition Regulation part 10.002(b)(2)(iii) the U. S. Coast Guard is conducting market research to identify commercially available market sources for Electric Powered Vehicle for towing USCG aircraft and support equipment with gross weights up to 40,000 pounds in and around ramps, hangars and flight line areas at shore installations. The equipment shall be a medium-duty electric powered vehicle. The tow vehicle shall be capable of developing 4,500 pounds of drawbar pull minimum in the forward and reverse direction. Vehicles are powered by an AC electric motor with an automatic shift transmission. Controls are conventional automotive design and layout. All vehicles and their components manufactured during production shall be form fit and functionally identical. Tow vehicle shall meet Electromagnetic Interference (EMI) certification. Vehicle shall meet the requirements of MIL-STD-461E. There shall be a separate line item for Data Management (Monitoring of Equipment). This is a one-time buy. The Coast Guard intends to procure fourteen (14) tow vehicle now with the possibility of purchasing additional units in the future. Tow vehicles will be placed at the following locations (CGAS Kodiak, Alaska, 2 EA; CGAS Los Angeles, CA, 3 EA; McKinleyville, CA (CGAS Humboldt Bay, 3 EA; CGAS Washington DC (Ronald Reagan National Airport, 1 EA; and CGAS Elizabeth City, NC, 5 EA. The electric power vehicle is not restricted and it is the Coast Guard?s desire to identify as many possibilities as are commercially available. The Coast Guard does not want to develop new technology and is seeking to identify Aircraft Tow Tractors that are available in the commercial market place. Interested companies are encouraged to respond to this announcement no later than 10 June 2005. Responses should include a) name and address of contractor; b) Cage Code; c) point of contact including name, title, phone, and email address; d) equipment specifications, options, descriptive literature, brochures, price ranges and should include if item is of a type customarily available in the commercial marketplace, of a type customarily available in the commercial marketplace with modifications, or used exclusively for government purposes; e) state if manufacture or distributor of the product; f) state whether the business is currently classified as Large, Small, Small disadvantaged, 8(a), HubZone Small Business, Women Owned, Veteran Owned, Service Disabled Veteran Owned Small Business in terms of the NAICS code; g) GSA Contract information if applicable, and other information that provides the Coast Guard with a more accurate picture of the potential marketplace for any subsequent requirement. The North American Industry Class System (NAICS) Code is 333924. The Federal Supply Classification (FSC) Code is 1740. The small business size standard is 750 employees.
