- The U.S. Department of State has a requirement for (51) Level IIIA Body Armor. The estimated cost will be $32,090.00. The Department is seeking to identify qualified vendors capable of providing Level IIIA tactical body armor that will meet or exceed the minimum specifications listed below. This Request for Quotation (RFQ) is 100% Small Business Set-Aside. Vendor must be able to delivery by 6/1/05 to Springfield, VA 22153. We anticipate award for this purchase order to be on or before 23 May 2005. All bidders MUST submit their product specifications and price via fax on 703 875-6085 or email BarnesBL2@state.gov by 4:00pm, Eastern Standard Time, Wed, 18 May 2005 in order to be considered for award. NO EXCEPTIONS. Specifications for Level IIIA Tactical Body Armor: The Concealable body armor must meet NIJ 0101.04 Level IIIA. This body armor specification shall be certified for NIJ 0101.04 Threat Level IIIA. 1. SCOPE This product specification details the style and quality of soft body armor vests in?tended for use as concealable body armor. All vests shall provide protec?tion against labeled projectile penetration while reducing resul?tant blunt trauma and vest distor?tion to ac?ceptable levels. 2. SILENCE OF SPECIFICATIONS Commercially accepted practices shall apply to any detail not covered in this specification and to any omission of this specifica?tion. 3. APPLICABLE DOCUMENTS The following list of standards and specifica?tions in effect on this date and shall form a part of this specification. 1. National Institute of Justice, Stan?dard NIJ-STD-0101.04, Bal?listic Resis?tance of Police Body Armor 2. MIL-STD-662, V50 Ballistic Test For Armor 3. Federal Standard No. 751, Stitches, Seams & Stitches 4. DESIGN REQUIREMENTS The Intended use of the soft body armor detailed herein is in?tended to be standard issue armor. It is intended for routine daily wear as concealable body armor. The soft body armor shall be designed to provide: 1. Light and thin NIJ 0101.04 certified armor in Level IIIA. 2. A high degree of comfort. 3. Minimum restriction of motion or mobility. 4. Provide the ability to carry Ballistic Rifle Plates while maintaining maximum concealability. 5. Provide protection against the labeled projectiles in accor?dance with the NIJ Standard 0101.04. 5. GENERAL DESIGN The soft body armor shall be designed for regular daily wear. There?fore, vests shall be designed and constructed to provide (1) light and thin NIJ 0101.04 certified armor in Level IIIA, (2) durability, (3) ease of cleaning, (4) minimum restric?tion of motion or mobility, and (5) the greatest amount of ballistic coverage consistent with comfort. The general configuration shall be the slipover vest type that covers the majority of the upper torso, including side coverage. Eight elastic straps with hook and pile fasteners shall provide proper positioning and comfort. The entire vest perimeter shall be curved. No sharp corners shall be allowed. The front ballistic panel shall cover the chest approximately up to the collar bone, have a scooped neck sufficient to maintain comfort when worn, extend downward to the waist but not far enough to "push up into the throat" when the wearer is seated, and extend around the sides to provide side protection. The biceps/chest region shall be cut with suffi?cient space to minimize irritation and restric?tion of arm movement during driving, climbing, shooting or other mission essential duties. The rear ballistic panel shall cover the back of the torso from just above the shoulder blades down to a position above the waist belt. Each set of soft body armor shall include the following: 1. One (1) set of ballistic panels (1 front, 1 rear) 2. One (1) complete washable car?rier 6. BALLISTIC PANEL MATERIALS All materials shall be new, unused and without flaws that affect ap?pearance, durability and function. Any ballistic vest utilizing/containing Zylon fiber in any form shall be cause for rejection. 7. PANEL CONSTRUCTION Each layer of ballistic material, in order to retain flexibility, shall not be laminated to any other layer of ballistic material. In relation to areal density, a vest section of 12" x 12" (one square foot) [30.5cm x 30.5cm], must not exceed 14.56 oz. ( .91 lbs.) per square foot for NIJ level IIIA. 8. BALLISTIC PANEL PERFOR?MANCE V-50 Performance The V-50 test shall be performed in accordance with MIL-STD-662F using NIJ Standard 0101.04 9mm 124 grain FMJ test projectiles. The test must be performed by an indepen?dent laboratory approved by the National Institute of Justice (NIJ) National Law Enforcement Technol?ogy ??Center (NLETC) for testing in ac?cor?dance with NIJ Standard 0101.04. The V-50 test shall be against clay backing. V-50 reports which represent testing without clay backing shall be rejected. Vendor shall provide written certification that all V-50 testing is accomplished with clay backing; failure to provide certification shall be cause for rejection. Test reports shall reflect the following minimum test results for a 14.56 oz. ( .91 lbs.) per square foot [12? x 12?] test sample. This ?V-50?number is reflected as the ballistic limit average in the NIJ compliance statement on the ?Ballistic limit summary? page. Bullet 9mm V-50 1760 fps Trauma Performance (BFS) Blunt trauma reduction is an important aspect of armor design. Low back face signature (BFS) should result in reduced blunt trauma injury. Therefore, the back face signature (BFS) results of the NIJ 1010.04 certification test reports shall reflect BFS no higher than: Bullet 9mm .44 Mag Average 27 mm 39.5 mm . 9. LABELING All soft body armor shall be labeled in strict adherence to the labeling require?ment set forth in NIJ Stan?dard 0101.04. The ballis?tic panel labeling shall include, but not be limited to the follow?ing: 1. Name of Manufac?ture 2. Level of Protec?tion 3. NIJ-STD-0101.04 4. Date of Fabrication 5. Size 6. Serial Number 7. Model of Vest 8. Care Instruc?tions 9. Lot Number 10. BALLISTIC PANEL COVER MATERIAL Each ballistic panel shall be covered in 100% polyurethane coated nylon, which is to be hermetically sealed to keep out moisture and various debris. Inner cover material must be stain-resistant, odor and mildew resistant. Material shall have no visible fabric or color flaws. 11. VEST OUTER CARRIER MATERIAL Removable Carrier The outer machine washable carrier shall be remov?able from the ballis?tic panels for launder?ing by way of integrated Velcro into the outside of the garment. All closure attachments shall be Velcro. The carrier shall consist of 65/35 poly-cotton. Fabrics shall have no fabric or color flaws. 12. QUALITY CONTROL Each vest shall receive a final inspection prior to shipment. This inspection shall include a review of the quality control check sheet and confirm the product against the customer?s order. 13. SERIAL NUMBERS Each unit of soft body armor delivered shall have an individual serial number. Each serial?ized soft body armor unit shall be traceable to its original ballistic material lot number and ballis?tic material mill roll number. Additional?ly the soft body armor serial number shall be trace?able to an incoming material lot test and ballis?tic panel lay-up lot test. The manufacturer shall have the ability to trace serial numbers. 14. LOT TESTING All incoming ballistic material shall under?go V50 ballistic lot test in accordance with MIL-STD-662F except that the test will be con?ducted on clay backing which meets the require?ments of NIJ Stan?dard 0101.04 for backing material. 15. MEASUREMENT AND FITTING Each delivered vest shall fit in accor?dance with the following guidelines: 1. The side edges of the front and back ballistic panels shall be fit for a minimum of one-inch (1") [2.5cm] overlap. 2. The bottom edge of the front bal?listic panel shall be within two inches (2") [5cm] of the highest waist belt (usua?lly the duty belt) measure?ment when the wearer is in a relaxed seated posi?tion. 3. The bottom edge of the back panel shall be within one-inch (2") [5cm] of the highest waist belt (usually the duty belt) measure?ment when the wearer is in the standing position. 16. FIT AND ALTERATION POLICY The manufacturer shall perform all required alterations of more than one inch within 30 days after original shipment of the product at no charge. Adjustments of 1.0 inches or less than 1.0 inches can be accomplished by utiliz?ing the adjustable straps on the vest. 17. PRODUCT LIABILITY IN?SURANCE Vest manufacturer shall agree to provide a minimum of $5,000,000.00 product liability in?surance coverage on delivered vests. Any amount less than specified shall be cause for rejection. 18. WARRANTY Ballistic Panels: For five (5) years after date of purchase the manufac?turer war?rants the ballis?tic panels against defects in materials and workmanship. Ballistic panels shall be warranted for a period of five (5) years against ballistic penetration. Any test for penetration shall be in accordance with the protocol of type III-A, and the NIJ 0101.04 standard. 19. REMOVABLE COVERS Removable washable covers shall be fully warranted for twelve (12) months after the date of pur?chase against any defects in the material and/or workmanship. 20. PACKAGING All soft body armor shall be packaged and shipped consistent with good commercial practices. Plastic Bags: Each set of armor, along with its optional equipment, shall be placed in an individual plastic bag. Shipping Cartons: The soft body armor shall be packed into suitable corrugated cardboard box. The box shall allow for normal shipping without dam?age to the soft body armor. 21. PAST PERFORMANCE Manufacturers, upon request, shall supply no less than four (4) non-military federal customers that have procured armor of the same type and design in the last year. Type being level of protection, design being concealable armor. Also, the following guidelines must be met, or the vest will be rejected: 1.) Any vest utilizing/containing Zylon fiber in any form shall be cause for rejection. 2.) Any Ballistic vest maintaining an areal density, (lbs. Per sq. ft.), of .92 lbs. (14.72 oz.) per sq. ft. or greater shall be cause for rejection. 3.) Any vest performing a V-50 of less than 1,760 fps (feet per second) shall be cause for rejection. The V-50 shall be defined as the ballistic limit average as specified in the NIJ Test Report on the ?Ballistic Limit? summary page of the report. 4.) Any vest with average Back Face Signature (BFS) of 28mm or greater when tested against the 9mm and as reflected by the NIJ test report shall be cause for rejection. BFS should be less than 28mm 5.) Any vest with average Back Face Signature (BFS) of 40mm or greater when tested against the .44 magnum and as reflected by the NIJ test report shall be cause for rejection. BFS should be less than 40mm. 6.) Any vest not certified to type III-A, and not in compliance with the NIJ 0101.04 ballistic standard shall be cause for rejection. 7.) Any manufacturer who will not be available to be onsite within 24 hours of DEAV contacting them to refit, measure, or perform adjustments to a vest, will be grounds for the vest to be rejected. 8.) Delivery time must not exceed two weeks from the date of measurement.
