- Description
- The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the RDECOM CERDEC Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Humanitarian Demining Team, plans to negotiate a sole source contract with Stolar Research Corporation for the enhancement of Electromagnetic wave Detection and Imaging Transceiver (EDIT) landmine detector in an effort to increase its probability of detection and reduce false alarm rate. The EDIT landmine d etector was developed by Stolar Research Corporation formally known as Raton Technology Research under the US Humanitarian Demining Program to detect and image of shallow-buried metallic and nonmetallic landmines. The EDIT landmine detector is a handheld detector and features a detection sensor which based upon the application of a Resonant Microstrip Patch Antenna (RMPA); an imaging that displays the change in the impedance of RMPA from its calibrated value to form real-time silhouettes of buried objects ; a tracking of a sensor head within survey area; and powered by 12V rechargeable battery. The sensor head-tracking feature provides an additional benefit of showing the operator if an area has been missed during the scan of the suspect area. The contractor shall be tasked to improve the overall performance of the EDIT landmine detector and this enhancement effort includes the following tasks: 1) Integrate frequency modulated continuous wave radar capability into existing EDIT system and electr onics, 2) Replace existing digital signal processing board with newer more powerful board and develop associated software, 3) Upgrade head-tracking positional sensors, 4) Develop self-diagnostic subsystem to monitor sensor head performance, 5) Improve imag e processing and target characterization software, 6) Develop PDA software for user interface, and 7) Conduct multiple data collections at Government designated test sites. It has been determined that Stolar Research Corporation is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provided the required EDIT Landmine Detector improvements may su bmit a quote that shall be considered by the agency. Responses should be no longer than ten (10) pages. The resultant contract will be cost-plus-fixed-fee. Responses are to be received via email within 45 calendar days of the date of this notice.
