Description
Container and Trailer Agricultural In-Bond Security and Tracking Pilot. Customs and Border Protection (CBP), Department of Homeland Security plans to award a contract to John Hopkins University, Applied Physics Laboratory, which is a University Affiliated Research Center (UARC), pursuant to FAR 6.302-1(a)(2), based on their highly specialized expertise, experience and capabilities in conducting independent field tests and evaluation, and support services related to identifying, test, and deploying commercial available advanced technologies that can seal, monitor, and detect weapons of mass destruction and related contraband at points of entry in contained shipments throughout the chain of custody. JHU will be conducting field tests (Field evaluation support to CBP) and evaluations of container security and trailer technologies and devices, independent third party technology evaluation support to CBP, engineering evaluation, data collection, report ggeneration, etc., procuring various equipment/COTS/technologies for testing and evaluation purposes. JHU has been providing similar services under another DHS contract for Container Security and Chemical and Biological Programs. JHU has been supporting DHS in the areas of Container Security and has extensive experience including the analysis of container security devices and the respective measurements for intrusion detection. They have conducted numerous laboratory and field tests of various transponder-based systems (e.g., Commerical Vehicle Operations- CVO system. Some of the processings in regards to data collection and analysis were devloped by JHU and is considered unique intellectual property. JHU is a non-for-profit research organization and is a source of independent technical expertise, which they have provided to various federal agencies (DOD, DOT, NASA, DHS, etc.). In view of the above information, CBP will be awarded a one-year contract to JHU for this effort.
