Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AGFS-ORB-05-Q-5127 applies and is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This requirement is being solicited on an unrestricted basis with full and open competition. The NAICS Code is 541330 Size Standard is $4 Million average annual revenue; and this requirement is for a fixed priced contract. The statement of work reads: BASE ITEMS: Contractor shall provide all labor, materials and equipment necessary to perform the following activities for the Williams River Road (FR 86) Paving Project. COMPACTION TESTING FOR ACCEPTANCE OF HOT-MIX ASPHALT: Perform testing in accordance with applicable provisions of the West Virginia Department of Transportation, Division of Highways Standard Specifications Roads and Bridges, Adopted 2000 (WVDOTDHSSR&B). Applicable modifications to this specification are identified in each work item as needed. 0001 COMPACTION TESTING FOR ACCEPTANCE OF ROAD EMBANKMENT: Perform work in accordance with WVDOTDHSSR&B, Section 207; 0002 COMPACTION TESTING FOR ACCEPTANCE OF HOT-MIX ASPHALT - Perform work in accordance with WVDHSSR&B, Section 401; 0003 PRE-PRODUCTION PLANT INSPECTION: Perform pre-production plant inspection for compliance with AASHTO M156. Conduct Inspection in accordance with WVDHSSR&B; 0004 PLANT MIX FORMULA (PMF) EVALUATION - Perform evaluation in accordance with WVDHSSR&B, Section 401; 0005 Attendance at one meeting at the government facility located at the Marlinton Ranger District Office located in Marlinton, WV OPTION ITEM: OPT 0001 - PER CALL - In the unlikely event that the contractor is contacted to perform inspection testing and due to circumstances caused by the Government or the primary paving contractor no work is performed, the contractor shall be entitled to compensation. Unless otherwise specified, sampling and testing shall meet the applicable standards of the American Association of State Highway and Transportation Officials (AASHTO), the standards or tentative specifications of the American Society for Testing and Materials (ASTM), and the West Virginia Division of Highways Standard Specifications Roads and Bridges, Adopted 2000 as amended by the West Virginia Department of Transportation, Division of Highways Supplemental Specifications dated July 1, 2000, or standards adopted by other specifying agencies, with preference given in the same order in which they are listed herein.
