Description
DEVELOP SURVIVAL ESTIMATES OF JUVENILE SALMONIDS PASSING THROUGH THE DAMS AND RESERVOIRS ON THE SNAKE AND COLUMBIA RIVERS FOR THE NATIONAL MARINE FISHERIES SERVICE (NMFS). NMFS DEVELOPS SURVIVAL ESTIMATES OF JUVENILE SALMONIDS PASSING THROUGH DAMS AND RESERVOIRS ON THE SNAKE AND COLUMBIA RIVERS ANNUALLY. ESTIMATES OF DIRECT MORTALITY FROM TURBINES AND SPILLS ARE AVAILABLE, BUT NMFS LACKS DATA ON CHANGES IN SPILL AND TURBINE DISCHARGE IMPACT TAILRACE CONDITIONS AND HOW THESE CHANGES MAY AFFECT PREDATION RATES ON FISH PASSING THE DAMS. CONTRACTOR WILL DEVELOP MODELS AND QUANTITATIVE ANALYSES TO ESTIMATE HOW CHANGES IN HYDRAULIC CONDITIONS WILL IMPACT JUVENILE CHINOOK SALMON MIGRANT SURVIVAL. CONTRACTOR WILL 1) DEVELOP MODELS SPECIFICALLY FOCUSED ON ANALYZING HOW CHANGES IN HYDRAULIC CONDITIONS IN HYDRAULIC CONDITIONS MAY INFLUENCE PREDATION RATES AND SURVIVAL IN THE TAILRACE AT DAMS. EFFORTS SPECIFICALLY WILL ADDRESS CONDITIONS DURING SUMMER UNDER POSSIBLE SPILL AND NO SPILL SCENARIOS; AND 2) TRANSFER TECHNOLOGY OF MODELS AND ANALYSIS TO NORTHWEST FISHERIES SCIENCE CENTER (NWFSC) PERSONNEL FOR AGENCY USE. THIS STUDY DIRECTLY RELATES TO NWFSC?S RIVERINE SURVIVAL PROGRAM. CONTRACTOR WILL USE SURVIVAL DATA AVAILABLE FROM NWFSC STUDIES. THE CONTRACTOR WILL ALSO PROVIDE METHODOLOGY ON HOW TO CHARACTERIZE HYDRAULIC CONDITIONS AT DAMS, AND WHAT PREDATION DATA WILL PROVIDE THE BASIS FOR MODELING AND QUANTITATIVE ANALYSES. PERIOD OF PERFORMANCE WILL BE FROM 6/1/005 (OR DATE OF AWARD) THROUGH 4/30/2006. INTERESTED VENDORS MUST 1) POSSESS KNOWLEDGE CONCERNING NATURE AND COMPLEXITY OF THIS TASK, SPECIFICALLY ON OBTAINING AND ANALYZING DATA ON HYDRAULIC CONDITIONS IN THE TAILRACES OF DAMS; 2) POSSESS KNOWLEDGE ABOUT NATURE AND COMPLEXITY OF THIS TASK, SPECIFICALLY ON MODELING SURVIVAL OF JUVENILE FISH PASSING THROUGH COLUMBIA RIVER HYDROPOWER SYSTEM; 3) CONDUCTED SIMILAR WORK; AND 4) SUCCESSFULLY TRANSFERRED DATA ANALYSIS AND MODELS TO A GOVERNMENT AGENCY FOR USE IN EVALUATING THE EXTENT OF THE FEDERAL COLUMBIA RIVER POWER SYSTEM EFFECTS ON FISH SURVIVAL. ALL RESPONSIBLE SOURCES MAY SUBMIT A PROPOSAL WHICH SHALL BE CONSIDERED BY THE AGENCY. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. IN ORDER TO BE ELIGIBLE FOR AWARD, SUCCESSFUL BIDDER MUST BE CURRENTLY REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION AT WWW.CCR.GOV.
