Description
Plan no. EVD050005. The Office of Vocational and Adult Education (OVAE) has a need for a contractor to support the development of a three-year national technology initiative that would expand the capability of adult education programs to individualize learning, equip teachers with new instructional tools, expand access to resources, and engage learners in new ways. The initiative is called Strengthening Programs through Technology. Despite the efforts of the current programs, the federally funded adult education program is providing services to less than 10% of the projected number of eligible adults. The new technology initiative, supported with FY 2004 funding, will build on previous investments and provide a range of services to states, local programs, and adult learners in the areas of distance learning, professional preparation, resource evaluation, and the support of partnerships among states with similar needs. The project will also closely coordinate and connect resources with a variety of public and private initiatives to avoid duplication of efforts and create wider access to adult literacy services using on-line technology. The project will also ensure that activities are coordinated with the Literacy Information and Communication System (LINCS) and National Institute for Literacy (NIFL). Deliverables: Attached is the Draft Statement of Work, with details on deliverables and tasks. Please submit any questions regarding it to DeShonjla A. Blount, Deshonjla.Blount@ed.gov, and we will address the public's concerns in the Final Statement of Work. Anticipated release date: May 30, 2005.
