- Description
- The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) plans to negotiate and award a contract on a sole-source basis with the Health Effects Institute (HEI) in accordance with FAR 6.302. The objective of this procurement is to determine before widespread commercial deployment whether or not the new (2007 and 2010 EPA Emissions Standards compliant) low emissions of NOx and Particulate Matter (PM) Heavy Duty diesel engines may generate unanticipated toxic emissions which could adversely affect the environment and human health. HEI brings together a unique and innovative consortium of government, industry and nonprofit organizations who will conduct the ACES project. HEI is the only entity capable of performing this study because of the unique and innovative collaboration of government, industry and non-profit organizations it brings together. This unique collaboration of organizations provides the combined necessary expertise and required level of funding to successfully complete the project. The HEI collaborative expertise and capabilities include: expertise in the design of biological (animal, cell, bacteria) exposure experiments to test health related hypotheses and ensure the results are statistically valid; expertise in the generation, collection and chemical characterization of vehicle emissions samples; and expertise in engine, fuels and exhaust aftertreatment technologies. In addition, the HEI collaboration provides regulatory agency, and national and public interest sector perspectives with respect to the ACES project.
