- Description
- The National Cancer Institute (NCI) on behalf of the National Institute of Neurological Disorders and Stroke, MRI Research Facility (NMRF) plans to enter into a sole source procurement for a service contract regarding Government owned General Electric (GE) 3T Excite III Magnetic Resonance Imaging (MRI) Scanner with General Electric Healthcare, 7272 Park Circle Drive, Suite 300, Hanover, Maryland, 21076. The North American Industry Classification System Code is 811310 and the business size standard is $6M. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The MRI Scanner manufactured by GE is a highly complex instrument requiring continuous servicing by GE factory trained, qualified engineers. The servicing of this instrument requires specialized knowledge of a variety of pieces of equipment that includes large bore superconducting magnet, gradient/shim/RF coils, gradient/RF amplifiers, RF receivers, T-R switches and data processing units. These qualified engineers have the unique knowledge about this system because they are the ones who have made the many modifications necessary to allow it to be integrated with other pieces of customized equipment. Service agreement requirements: Contractor shall provide all labor, material, equipment and major parts included in coverage. All maintenance services shall be performed in accordance with the manufacturer?s standard commercial maintenance practices. Period of Performance: Base Year: June 14, 2005 ? June 13, 2006 with two (2) one (1) year option periods. General Electric Healthcare is the only source known to the NINDS that can provide the aforementioned service agreement requirements to maintain the highest level of professional care in operation and maintenance. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NINDS to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 pm EDT, On May 27, 2005. Faxed and emailed capability statements are NOT authorized. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
